Laura;
I've attached two documents to this email to address the point of contact for Allen Canning and what needs to be submitted to
have a person or persons listed with DWQ as having the authority to sign documents or be the responsible party to act on behalf
of the permit holder. Normally, the owner or president of the permit issued for land application, spray irrigation, composting,
etc. is the individual that DWQ wishes correspondence be sent to so conflicts don't arise as to the owner/permittee not having
knowledge of activities that incur NOV's or enforcement actions. The owner/president/permittee can designate a person or
persons to act on their behalf and be responsible for handling the regulatory responsibility that comes with the issuance of a
permit.

Thank you for the clarification, Jim. We will plan on submitting a permit renewal request by January 15, 2015, prior to the July
2015 expiration.
I can't find this letter in our files and this may have been caused by the fact that Earl Wells has a different role in the company
now and is not based in Siloam Springs, Arkansas. Could you change me to the contact for these types of letters? Alternately, if
it needs to be an officer of the company, my supervisor is Neelakandan Sathiyakumar, PhD, PE, Vice President — Corporate
Engineering and Environmental, Aliens, Inc. at the same address. If there is a form that needs to be completed for this change,
please forward and I will complete it.

Attached with this email is a copy of the letter that addresses the extension of the Allen Canning permit until 2015. I have
corrected the original letter sent to Earl Wells earlier this year. I inadvertently put the wrong year (2017, probably didn't change
the date from a previous letter used as a template) of extension deadline. Also attached is a spreadsheet from the DWQ website
