MacConnell, P.E. Subject: Lagoon Cleaning — Biosolids Project: No. A56201.10 Quality Introduction This Technical Memorandum addresses the biosolids/sludge quality in both the upper and lower lagoons. Biosolids or sludge with domestic wastes are regulated on the Federal level by the Environmental Protection Agency (EPA) under the: 40 CFR Part 503 - STANDARDS FOR THE USE OR DISPOSAL OF SEWAGE SLUDGE. At the State level regulation is by the North Carolina Department of Environmental Quality (NCDEQ). Regulations which relate to biosolids and the closure of lagoons may be found in Title 15A NCAC 2L — CLASSIFICATION AND WATER QUALITY STANDARDS APPLICABLE TO THE GROUNDWATERS OF NORTH CAROLINA and Title 15A NCAC 2T — WASTE NOT DISCHARGED TO SURFACE WATERS. In addition to these rules and regulations, the NCDEQ (formerly the North Carolina Department of Environment and Natural Resources (NCDENR)) issued Guidelines for the closure of Permitted Wastewater Ponds and Lagoons (see attached). The purpose of this memorandum is not to rehash these documents but to concisely present the quality of the upper and lower lagoon biosolids and how they relate to these documents. Laboratory Analysis Composite samples were collected from both the upper (small) lagoon and lower (large) lagoon on March 29, 2016 and resampled for the Nitrogen series on May 5, 2016 (see attached). The samples were collected from the upper lagoon using a pole with a cup around the edge of the lagoon. Due to the gas bubbles in the lagoon, it was determined that entering the lagoon on a john boat could be dangerous. Samples collected from the lower lagoon were taken from a john boat using a sludge judge. In both cases multiple samples were mixed to form a composite sample. The samples were tested for Toxicity Characteristic Leaching Procedure (TCLP), metals and nutrients. No biological tests were taken as it was determined that some form of treatment for pathogens and vector attraction reduction would possibly be needed at a later date. 1 Laboratory Results and Discussion The TCLP test came back negative (passed) in all aspects for the lower lagoon. This is an expensive test and was only done on the lower lagoon. It was believed that concentrations of metals and organics would most likely be higher in the lower lagoon due to retention time. This is important as this test essentially measures for hazardous and toxic compounds. The metal analysis for both lagoons with respect to the regulations is presented on the following page in Table 1. The good news is that the concentrations of metals are below the ceiling concentrations (40 CFR 503) for all metals. The maximum cumulative loading as specified in the 40 CFR 503 regulations for each metal is also shown, as well as the calculated mass of biosolids which can be land applied based on the metal concentrations. Based on the biosolids metal concentrations, metals will not be the limiting factor with respect to land application. The "soils analysis" results from an agricultural soils laboratory are presented in Tables 2 and 3. The results from the March 29, 2016 samples are presented in Table 2 and the results from the May 5, 2016 sample are shown in Table 3. These analyses include nutrient concentrations. The calculated plant available nitrogen values for the samples from the two lagoons are presented in Table 4. Table 5 shows theoretical biosolids loadings based on various plant available nitrogen (PAN) concentrations and PAN loadings. The shadowed area represents the range of PAN concentrations based on this preliminary testing. Summary The following discussion points summarize this technical memorandum: 1. Based on initial laboratory testing the biosolids are not hazardous or toxic as they pass the TCLP. 2. The biosolids metals concentrations are below the 40 CFR 503 ceiling concentrations for metals. 3. Additional testing will need to be done for pathogens. 4. Land application or dedicated site disposal site will most likely be determined by PAN concentration. 5. Additional laboratory testing will be required in conjunction with the closure plan and closeout of the lagoon 2 5.
