Skvarla, III Secretary DWQ Project # 14 -0770 Haywood County The Division of Water Resources (Division) has performed a preliminary review of a 401 Water Quality Certification application submitted for the above referenced project. The Division has determined that your application is incomplete and cannot be processed. Division staff have been trying to determine if the stormwater management plans received by the Division of Water Resources on July 23, 2014, and modified by two PDF files submitted on August 23, 2014, will be sufficient to meet the Division of Water Resources' stormwater management requirements. Although the site's stormwater treatment concept may work to provide adequate collection and treatment, there are many deficiencies in the plans submitted and the staff is unable to effectively evaluate how and if it will function. Our staff engineer, Boyd DeVane, talked to Ms. Austin on August 22nd and tried to describe the deficiencies that he observed. Unfortunately, many of the issues he described were not corrected on the revised plan .received the next day. Therefore, the application is on -hold until all of the following information is received: 1. The major issue that prevents a review of the plan is that the flow of all water on the site cannot be determined by the original plans nor the revisions received on August 23, 2014. 2. As noted in Mr. DeVane's conversation with Ms. Austin, the inconsistencies between the LEGEND and the drawing lead to questions and delays in the staff's review. The newer "Culvert Permit Plan" drawing (also dated June 26) has some changed symbols but they are still inconsistent with the drawing. For example, the new contours are supposedly to be done in red. There are many red lines on the drawing but none of them are contours. The existing contours are shown on the legend as being in black. However, they all seem to be in blue. 3. Mr. DeVane specifically asked that all drainage areas on the site be marked so as to be readily observed. We still do not see any drainage area markings. We see a "Drainage Areal" label but cannot tell what area is that drainage area. From the calculations, there seems to be a drainage area 2. This is a required item on our "checklist" and without it, we cannot assure that the percent impervious area and stormwater volume calculations are done correctly. 4. Please show on the drawing which areas are part of Phase I and which are part of Phase II. The statement provided with the PCN indicates that "Phase II will extend the roadway 1850' to the eastern end of the property." From the drawing, we cannot tell where that 1850' extension starts. 5. It's difficult to tell where the Beaverdam Road presently exists or is proposed. Some parts of the submittal seem to show an existing road across all of the property. However, the existing and the proposed contour lines don't indicate a road. 6. The proposed contour lines for the site are not sufficient to enable an understanding of the flows, especially west of the new road leading to the cul -de -sac. In this area, where they are needed the most, they are shown at four or six feet intervals. In the generally flat proposed area, contour lines of 1.0' or, at a minimum, 2' are needed to determine where stormwater will flow. 7. It is unclear how the flow of stormwater near station 3 +00 will transition from the "grass -line ditch" to the "special sediment ditch." Does all of the stormwater from the "borrow source" area flow into the ditch and bypass the site? Will any of it flow in a manner around the cul -de -sac? Elevations would help us understand the drawing. More detail is needed. 8. From the absence of elevation and details about the overflow ditch and weir, we can only guess at the direction of flow. This is one device that Mr. Devane specifically asked for flow direction indicators. Also, without elevations, it is impossible for us to determine how and under what conditions the stormwater exceeding the design flow will enter the bypass ditch. The 3'x8' berm indicated on the "Culvert Permit Plan" drawing is not shown on the cross section of the `By -Pass Flow Ditch." Please show that device on the drawing and provide elevations. Also, explain how it will function to accept only the design flow excess. Please identify the device on the left -hand side of that ditch and explain how it will function. We couldn't tell if it was a ditch or a berm. 9. On the Stormwater Plan drawing, please provide an explanation of the device represented by a solid, one -half inch dark line at the lower, left hand corner of the basin area near the 2640 elevation contour. It looks like a culvert. 10. There is an "Existing Gas Line" running perpendicular to the detention basin. What is the dashed, parallel line, below it? 11. When the stormwater stations are discussed, please explain which road or device they reference. Also, we did not see stations 4 and 5 as was referenced in the PCN. 12. What is the dashed line below the "Existing Water Line" southwest of the Beaverdam Road? Is it a ditch? 13. The flow arrows to the east of the bypass ditch are going in a southerly direction. The 2644 contour line would seem to direct flows to the North. What would keep flows from exiting that flat area and flowing to the "Special Sediment Ditch ?" 14. Please show elevations and flow directions for all areas around the proposed 10,000 sf building and parking lots. Where does the water from the areas with green symbols go? We assume the green symbols are "existing seeded area" but can't verify that from the legend. Some are small and some are large. Is there a difference in what they represent? The legend symbol for "drainage area" is very similar. 15. It seems that the elevation behind the detention basin has been dropped four feet from the original plan. Please explain the reason for that change. Also, the newer drawing shows the elevation of the basin at 2641. Will the entire vegetated filter strip adjacent to the basin be graded so that water will flow into the Adam King September 2, 2014 Page 3 of 3 basin along its right -had edge or will the stormwater flow in at a concentrated location? If the basin is one foot higher than the sloped area to its left side, will that one foot berm be wide enough to withstand the overflow? 16. Please show the direction of flow from the 5,000 sf building and parking area. Also show the direction of flow from the adjacent cul -de -sac and road leading to that cul -de -sac. Road elevations will help. 17. What is the flow direction (and elevation) of the proposed 18" culvert connected to the "Rock Vane Drain." If all of the requested information is not received in writing within 30 calendar days of receipt of this letter, the Division will be unable to approve the application and it will be returned. The return of this project will necessitate reapplication to the Division for approval, including a complete application package and the appropriate fee. Please respond in writing within 30 calendar days of receipt of this letter by sending four (4) copies of all of the above requested information to the 401 & Buffer Permitting Unit: 401 and Buffer Permitting Unit 1650 Mail Service Center Raleigh, NC 27699 -1650 Please be aware.that you have no authorization under the Section 401 of the Clean Water Act for this activity and any work done within waters of the state may be a violation of North Carolina General Statutes and Administrative Code.
