NORTH CAROLINA Director Environmental Quality August 10, 2022 John David Schlieman 448 Blue Violet Way Durham, NC 27713 Subject: Compliance Evaluation Inspection Single Family Wastewater Treatment System Non -Discharge Permit #WQ0023427 Facility: 448 Blue Violet Way Durham, NC 27713 Durham County Dear Mr. Schlieman: On August 5,2022, Jim Westcott from the Raleigh Regional Office visited your single-family residence (SFR) wastewater treatment and irrigation system to evaluate compliance with the Non -Discharge Permit WQ0023427. Your cooperation and assistance was greatly appreciated. You are permitted to operate a SFR wastewater treatment and irrigation facility consisting of a 1500 septic tank; two Advantex AX-20 Treatment units; a 2500 gallon storage tank; a 2500 gallon dosing tank; an integrated rain sensor and visual/audible alarm indication; ultraviolet (UV) disinfection; a 0.37 acre drip irrigation area; and all associated piping, valves, control and appurtances to serve the single-family residence at 448 Blue Violet Way, Durham, NC 27713, with no discharge of wastes to surface waters. Non -Discharge Permit #WQ0023427 authorizes the continued discharge of up to 600- gallons per day (GPD). The authorized irrigation is in accordance with the effluent limits and monitoring requirements established within the Non -Discharge Permit. The items below list the conditions observed. The current non -discharge permit, which was issued April 8,2021 expired March 31, 2021. At the time of inspection, the facility was secured, clean and organized. The drip irrigation field was properly secured with wire fencing and the vegetative cover well maintained. During the inspection, the following was observed: 1. SCHEDULES: Section 1 (1) of the subject permit requires the permittee shall request renewal of this permit on official Division forms no later than six months prior to the expiration of the permit. Upon receipt of the request, the division will review the adequacy of the facilities therein, and if warranted, will renew the permit for such a period and under such conditions and limitations as it may deem appropriate. Please note Rule 15A NCAC 02T . 0105(d) requires an updated site map to be submitted with the permit renewal application [15A NCAC 02T . 0105, 02T .0109, 02T .0115 (01 As of the date of this letter, the division has not yet received the renewal application. Treatment system operation: The wastewater treatment system shall be effectively maintained and always operated so there is no discharge to surface waters, nor any contravention of groundwater or surface water standards. The components and integrity of the system are serviced under contract with AQWA services every six months. Two previous service documents were provided to the inspector at the time of inspection detailing the components and frequency of maintenance. a) The ultraviolet disinfection unit shall be checked weekly. The lamp(s) and quartz sleeve(s) shall be cleaned or replaced as needed to ensure proper disinfection. [15A NCAC 02T .0605(1 J]. b) The storage, pump, and alarm system shall be inspected monthly. [15A NCAC 02T . 0108(&(1)]. c) The irrigation system shall be inspected monthly to make certain of the proper operation of the drip lines, that the system is free of leaks, that the vegetative growth allows a proper drip pattern, that the soil is assimilating the disposed treated wastewater with no surface runoff, and that no objectionable odors are being generated. [15A NCAC 02T . 0108(b)(1)]. d) Pumping the septic tank: You are required to inspect the septic tank at least annually to determine if solids must be removed or if other maintenance is necessary. Septic tanks should be pumped out every five years or when the solids level is found to be more than 1/3 of the liquid depth in the septic tank compartment, whichever is greater. A contract service company periodically evaluates the status of the accumulated solids level. At the time of inspection, the permittee provided a document showing the semi-annual inspection records provided a written document indicating the buildup of material in the system. The wastewater treatment system should be periodically inspected to ensure the treatment components are always maintained and in good operating order. You are also reminded to maintain all monitoring data and associated maintenance records onsite for a minimum of three years and available for inspection.
