Dear Mr. Gross:
Upon receipt of your February 26, 2003 modification request and supporting data, the Division of Water
Quality (Division) has decided to modify your permit. The special condition for remediation and sampling of
Penstock Sump Drains has been removed as the Division feels that you have fulfilled the intent of that condition.
You may now discharge stormwater from the sump after it has combined with river water and has been discharged
through the generators. Provided that no chemicals are ever added to this sump (nor any further contamination
discovered there), the stormwater will not be explicitly permitted through an outfall - you may continue operations as
you have been.
Please find enclosed the revised permit pages. The revised pages should be inserted into your permit. The
old pages may then be discarded. All other terms and conditions contained in the original permit remain unchanged
and in full effect. This permit modification is issued under the requirements of North Carolina General Statutes 143-
215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental Protection Agency.
If any parts, measurement frequencies or sampling requirements contained in this permit modification are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days
following receipt of this letter. This request must be a written petition conforming to Chapter 150B of the North
Carolina General Statutes, filed with the Office of Administrative I-learings (6714 Mail Service Center, Raleigh, North
Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding.

In compliance with the provision of North Carolina General Statute 143-215.1, other lawful
standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended,
Yadkin, Inc.
is hereby authorized to discharge wastewater from a facility located at
Narrows Powerhouse
on NCSR 1704
Stanly County
to receiving waters designated as Yadkin River in the Yadkin -Pee Dee River Basin in accordance with
effluent limitations, monitoring requirements, and other conditions set forth in Parts I, II, III and IV
hereof.
This permit shall become effective June 1, 2003.
This permit and authorization to discharge shall expire at midnight on January 31, 2004.

Please note that the NPDES Unit has currently has 3 vacant positions; the Unit has not been fully staffed
since the first quarter of 1998. Our remaining permit writers are currently carrying extremely heavy
workloads. While we do not expect severe delays in handling your request, be aware that your application is
one of many that Ms. Sierra is currently reviewing.

Gentlemen:
As a follow-up to our January 16, 2003 meeting with representatives of the N. C.
Division of Water Quality to discuss the results of Alcoa Power Generating, Inc's
("Alcoa's") corrective action program for the Narrows Powerhouse, Alcoa is hereby
submitting a request for final approval of our corrective action measures which have been
completed at the Narrows Powerhouse, as well as modification of the NPDES permit for
the Narrows Powerhouse to receive authorization to discharge stormwater from the area
beneath the penstocks to the Yadkin River. Attached to this request are the results of the
monitoring which we discussed during our meeting and were previously submitted along
with the attached correspondence dated December 05, 2002 that discusses the
improvements which were made to the area beneath the penstocks. We respectfully
suggest that the language in the discharge authorization of the permit be amended to read
as follows:
Yadkin, Inc. is hereby authorized to: Continue to discharge once -through cooling waters
from outfalls 001, 002, 005, 006, and 007. Water from a sump drain (Outfall 003), and
stormwater from the area beneath the penstocks (Outfall 004) located at the Narrows

Gentlemen:
Alcoa Power Generating, Inc. ("Alcoa") is providing the Division of Water Quality with
a status report regarding the corrective action schedule as specified in section A(3) of
NPDES Permit No. NC 0081957 (the "Permit") for the Narrows Powerhouse.
In accordance with Section A(3) of the Permit, in January 2001, Alcoa completed the
planned improvements to the Penstock sump area which involved capping the area
around the sumps with gunnite, installation of silt fencing around the perimeter, and
installation of a high pressure sump pump. In furtherance of its obligations under the
Permit, Alcoa has recently completed the monitoring to confirm that the improvements
have been effective in reducing the concentrations of target constituents in the storm
water which discharges through the Unit #4 penstock. Alcoa commenced this monitoring
in January 2002, and a total of 12 samples were collected through October 2002. The
monitoring results, which are attached, show that there were no detectable concentrations
of target constituents in any of the samples with the exception of the February 28, 2002
sample. The February 28, 2002 sample had detectable concentrations of metals, which we
believe were the result of maintenance personnel changing the sample tap from PVC to
galvanized pipe. The sample tap was subsequently changed back to PVC prior to
collecting the March 22 sample and the problem was eliminated.
As a follow-up to this notification, we will be contacting you in the near future to set-up a
meeting during January 2003 to discuss these results as they relate to the existing permit.
