Dear Ms. Higgins:
Enclosed are five copies of a Pre - Construction Notification (PCN) Permit Application Package for the City
of Raleigh Swann Street Sanitary Sewer Replacement project. For your review we have enclosed five
copies of the PCN Application Form, Attachment A — Additional Information, USGS Quadrangle Map, site
photos, site plans, typical construction details and the $240.00 application fee.
The project titled "Swann Street Sanitary Sewer Replacement and Relocation" consists of rerouting a
portion of the existing sanitary sewer line away from an Unnamed Tributary to Crabtree Creek to prevent
future impacts to the sewer due to natural stream movements and replacing in -place a portion of sanitary
sewer to maintain gravity flow. This activity will occur in a sanitary sewer easement that has not been
maintained in the last 10 years.
The total temporary buffer impacts are 7,616 and6,319 sq. ft. for zone 1 and 2, respectively. The project
will also result in 40 linear feet of temporary stream impacts. The buffer disturbance is a result of
easement clearing necessary to access the repair location.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
A segment of 8" ductile iron sanitary sewer parallel to the stream had become exposed due to stream bed erosion. This segment will be cut, capped,
and abandoned in- place. A new segment of 8" ductile iron sanitary sewer will be installed perpendicular to the stream and underneath the streambed
so that there are no aerial crossings in this area. Additional 8" ductile iron pipe and 2 manholes will be installed to make the necessary connections to
existing gravity sewer. A segment of sanitary sewer downstream of the crossing will be replaced in -place at a lower elevation to facilitate gravity flow.

Silt fencing will be installed around all disturbed areas prior to beginning work to minimize sedimentation into the river. A temporary stream bypass will
be installed in ensure all work occurs in the dry. A sewer pump around will be used to keep the sanitary sewer line empty during construction.
Placement of rip rap will be kept to the minimum extents possible. Where rip rap is not used, sloped areas will be stabilized with coir matting and
reseeded to restore vegetation. Upon completion of work, disturbed areas will be seeded and mulched.

A section of ductile iron sewer pipe (DIP), including two bell joints, is exposed within the stream channel due
to erosion of the stream bed. Erosion of the stream bank has also threatened a sanitary sewer manhole.
Portions of the sewer easement have not been maintained within the last 10 years. Land use in this area is
residential and recreational.
3.3.d Explain the purpose of the proposed project
The purpose of the proposed project is to reroute the exposed DIP away from the stream to minimize future
impacts to the sanitary sewer due to natural stream channel movements, while still maintaining gravity flow.
3.3.e. Detailed project description including equipment to be used
The sanitary sewer line is located within an easement that has not been maintained in the last 10 years. The 8"
DIP sanitary sewer pipe will be rerouted so that it will cross the stream perpendicularly and at a lower
elevation, thereby allowing for additional protective cover. The preliminary profile for the proposed
realignment would provide approximately 1 foot of cover. The sanitary sewer line will be encased in a 16"
ductile iron pipe to provide additional protection from future streambed erosion.
To achieve the proposed alignment, the pipe exiting the upstream manhole will be replaced and routed to the
northeast to a new manhole to be located on City of Raleigh property (Parks, Recreation and Cultural
Resources Department), just outside the Neuse River Buffer Zone 1. New pipe will be routed from the new
manhole to a second new manhole, also located on City of Raleigh property (Parks, Recreation and Cultural
Resources Department), just outside the Neuse River Buffer Zone 1. New pipe from this second new manhole
will be routed to the northwest, crossing under the stream and connecting to a third new manhole to be
located on the existing sewer alignment. New pipe will be routed from this manhole to the north along the
alignment of the existing sewer. The existing sewer will be replaced up to the next downstream existing
manhole on Dade Street.
A pump around or coffer dam will be used during construction to ensure all work occurs in the dry.
Construction activity will consist of clearing the area for access to the project location, installing temporary
stream crossings, installing the new manholes, and rerouting the DIP. A site plan is attached with this
application. Conventional construction equipment (hydraulic excavators and dumptrucks) will be used. After
construction is completed, all disturbed areas will be seeded and mulched to restore vegetation. A
construction entrance will be established and silt fences installed to prevent erosion and sedimentation from
disturbed areas.
