Dear Mr. Ausband:
Division personnel have reviewed and approved your request to transfer ownership of the subject permit,
received on March 14, 2005. This permit modification documents the change in ownership.
Please find enclosed the revised permit. All other terms and conditions contained in the original permit remain
unchanged and in full effect. This permit modification is issued under the requirements of North Carolina General
Statutes 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental
Protection Agency.

PERMIT
TO DISCHARGE WASTEWATER UNDER THE
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provision of North Carolina General Statute 143-215.1, other lawful
standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended,
Snug Harbor Management, LLC
is hereby authorized to discharge wastewater from a facility located at the
Snug Harbor on Nelson Bay
272 US Highway 70
northwest of Sea Level
Carteret County
to receiving waters designated as Salters Creek in the White Oak River Basin
in accordance with effluent limitations, monitoring requirements, and other
conditions set forth in Parts I, II, III and IV hereof.
This permit shall become effective March 18, 2005.
This permit and authorization to discharge shall expire at midnight on July 31, 2007.

SUPPLEMENT TO PERMIT COVER SHEET
Snug Harbor Management, LLC is hereby authorized to:
1. Continue to operate an existing 0.02 MGD wastewater treatment system with the
following components:
• Flow equalization with dual pumps and aeration
• 5 aeration basins
• Dual clarifiers
♦ Dual high rate mixed media tertiary filters
• Aerated sludge digester
• Recorder and flume
• Hypochiorinator
• Aerated effluent pump station
• Standby power
The facility is located northwest of Sea Level at Snug Harbor on Nelson Bay at
272 US Highway 70 in Carteret County.
2. Discharge from said treatment works at the location specified on the attached
map into Salters Creek, classified SC waters in the White Oak River Basin.

A. (1.) EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS - FINAL
During the period beginning on the effective date of this permit and lasting until
expiration, the Permittee is authorized to discharge from outfall 001. Such discharges
shall be limited and monitored by the Permittee as specified below:

Footnotes:
1. Downstream = at the Fish House.
2. The daily average dissolved oxygen effluent concentration shall not be less than 5.0 mg/L.
3. Toxicity testing and/or dechlorination may be required in the future if Total Residual
Chlorine effluent levels are not significantly reduced.
4. The pH shall not be less than 6.8 standard units nor greater than 8.5 standard units.
There shall be no discharge of floating solids or visible foam in other than trace amounts
