There have been two significant changes from the draft permit previously sent to you on February 13, 2002: > The Supplement to Permit Cover Page has been updated to show UV disinfection at your facility. > The 28 µg/L limit for total residual chlorine applies (TRC) only if chlorine is used for disinfection. Otherwise no limit or monitoring is required for TRC. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. The effluent from the sand filter is then collected and carried by gravity to the recirculation and discharge wet well. It is recirculated once to the sand filter, where it is sprayed on top of the filter bed and then runs back through the sand filter. It discharges once more to the wet well, and the discharge pump sends it to the ultraviolet disinfection system. From there, it flows by gravity to Carroll Creek. The pump station contains two recirculation pumps and one discharge pump, each with a capacity of 25 gpm. The recirculation pumps are controlled by timers that allow the pumps to run at a maximum of two hour intervals four times per day. Each pump recirculates a dose through the sand filter once per two hours. The pumps alternate dosing times, which are adjustable by the operator. The discharge pump is controlled by float level switches and a timer similar to those on the recirculation pumps. A low level float will shut down all three pumps, a high level float will activate an alarm and flashing light on the control panel, and a mid level float will automatically activate the discharge pump when the switch is in the "Automatic" position. The recirculation pumps send the filtered effluent back to the sand filter, where it is sprayed on the filter bed by "rainbird-type" distribution nozzles. There are six nozzles per filter, and they are installed randomly around the filters. They spray the effluent at varying degrees. Gate valves are used to balance the spray distribution, increase flow, or flush out the distribution system lines. The discharge line from the sand filter is a Schedule 40 PVC pipe that drains by gravity to the recirculation and discharge pump pit. A 2-inch diameter Schedule 80 PVC pipe connects the discharge pump to the UV system. A 4-inch diameter Schedule 40 PVC pipe is used to carry the discharge from the UV system to Carroll Creek. Original System and Revisions The original system, designed in 1971, consisted of a septic tank, a dosing tank with two alternating siphons, two sand filter beds, and a chlorination facility. This system is shown in Figure 1. The septic tank has a capacity of 13,128 gallons, and the dosing tank has a capacity of 2918 gallons as shown in Figure 2. The two sand filter beds are identical; they are located side -by -side with a common wall between them. A plan view of one bed is shown in Figure 3. The original sand filter contained 2 feet of fine-grained sand on top of 9 inches of gravel. This filter was a single -pass, pressure dosed filter. The water passed once through the sand filter, then it was discharged to the chlorination facility. After the chlorination treatment, the wastewater was discharged into. Carroll" Creek. The system was modified in 1996 and 1997 during two "phases of improvements. The sand filter was revised in Phase I, as shown in Figure 4. New discharge and collection lines were installed, as well as new layers of sand and gravel. The PVC distribution piping was placed in the center of an 8-inch layer of gravel. The perforated PVC collection piping was placed in the center of a 10-inch layer of gravel. The piping placement is illustrated in Figure 4. The sand was replaced with 18 inches of fine filter sand (effective size 0.35 — 0.5 mm). During Phase II, the system was revised to include recirculation piping and pumps, discharge nozzles, a discharge pump, and an ultraviolet disinfection (UV) system. Existing Permit Description The Betsy Jeff Penn' 4-H Center has an NPDES Permit that allows treated wastewater from the camp to be discharged into Carroll Creek. The current permit, number NC 0078271, allows a maximum discharge of 8400 gallons per day, and has the following limits on the quality of the discharge. Future Permit Limits A design flow of 12,360 gallons per day was calculated based on the number of visitors to the camp during peak operating times. This flow is based on North Carolina's design requirements of 60 gallons per day per person for campers and staff, and 120 gallons per day per bedroom for houses. A total of 200 campers and staff during the camp's peak season, as well as one 3 bedroom house that uses the treatment system were assumed to calculate this design flow. A permit modification would be required in order to increase the allowable daily discharge. Mr. David Goodrich with NCDENR Division of Water Quality was asked to provide speculative permit limits for the camp based on a maximum daily flow of 15,000 gallons per day. This flow would allow for a future increase in the number of visitors. The monthly average limits for a flow of 15,000 gallons per day are shown below. As indicated by these speculative limits based on the increased flow, the only permit . limits that would change are those for NH3-N. As previously mentioned, the existing permit expires February 28, 2002. It is likely that the NH3-N limits would change if the existing permit is renewed. A request to increase the discharge to Carroll Creek'must be submitted to the Division of Water Quality. Before a permit modification will be issued, an Engineering Alternatives Analysis (EAA) must be prepared and submitted. The purpose of the EAA is to evaluate the economic and environmental feasibility of different disposal alternatives that do not require discharge into surface waters. Primary Treatment System The existing septic tank, which provides the primary treatment, has a capacity of 13,100 gallons; therefore its size is not sufficient for the maximum flow; This tank will need to be replaced with a 15,000 gallon tank which will cost approximately $25,000. Most of the secondary treatment systems considered require a septic tank capable of holding at least one day's flow. This additional cost is noted when necessary in the consideration of the alternatives below. Secondary Treatment Systems Different alternatives have been considered for the camp's secondary treatment system and for the disposal of the treated effluent. The advantages, disadvantages, and probable construction cost ranges are described for each alternative. The ranges are given only for the purpose of comparing alternatives and may vary from actual construction costs. The cost of most systems varies according to the topography, soil properties, and other site characteristics. The five secondary treatment systems considered are to: (1) rehabilitate the . current sand filter in order to meet current standards; (2) install an Advantex Treatment System; (3) install a constructed wetlands system; (4) install a greenhouse treatment system; (5) install a package treatment plant.
