The assistance and cooperation of Greg Barts and Kyle Smith was greatly appreciated. Inspection findings are detailed in the attached compliance inspection report. Please be aware that the Division may take enforcement action against any permittee who fails to comply with any requirement of their permit. Pursuant to NC General Statute (NCGS) 143-215.6A, a civil penalty of not more than twenty-five thousand dollars ($25,000.00) may be assessed against any person who violates or fails to act in accordance with the terms, conditions, or requirements of any permit issued pursuant to G.S. 143-215.1. The assistance and cooperation of Greg Barts and Kyle Smith was greatly appreciated. Inspection findings are summarized below and detailed in the accompanying checklist. Mr. Boone's overall impression of the city's collection system and its operations and maintenance plan for the collection system is favorable. Some notable items are listed below: 1. The city's last reported SSO occurred in March, 2022 and five have been reported over the past three years. 2. The city's CIP covers a 10-year period from 2022 to 2032 and includes $66 million worth of projects. 3. The city's map is excellent and contains all the required attributes. Please be sure to keep the map updated as new construction is completed. 4. All required records were complete and current. 5. The FOG program uses primarily newsletters that are sent via USPS twice per year. FOG information is also posted on the city's webpage. 6. Documentation is reviewed by management as it is generated. 7. The pump station contingency plans are excellent. 8. The spill plan is excellent. 9. All 21 duplex pump stations have audible/visual alarms, telemetry, SCADA and redundant monitoring systems. The stations inspected looked excellent. All 21 pump stations have on site generators that are tested every Monday under load. All 21 are inspected every Monday, Wednesday, and Friday. 10. The city has 28 simplex stations with audible/visual alarms. The station are not owned by the city but they do repair/replace as needed. 11. All documentation undergoes supervisory review as it is generated. 12. The ORC certifies annually via memo that the entire system has been inspection throughout the course of the previous year. 13. The HPLs and ROWs that were inspected looked excellent and no problems were noted except for a slight bow in Deerfield Commons #1 aerial that may need to be addressed. 14. The city cleaned about 21 percent of it system last year. Mr. Boone noted no deficiencies or violations. Mr. Barts and Mr. Smith have established and implemented an excellent collection system operation and maintenance program.
