Dear Mr. Turner:
On April 5, 2006, the Division of Water Quality (DWQ) received your application dated Apri12, 2007 to
impact 0.29 acres of 404/wetland and 297 linear feet of perennial stream to construct a residential
subdivision. On July 31, 2007, the DWQ received additional information from you, however, the DWQ
has determined that your application was incomplete and/or provided inaccurate information as discussed
below. The DWQ will require additional information in order to process your application to impact
protected wetlands and/or streams on the subject property. Therefore, unless we receive five copies of the
additional information requested below, we will have to move toward denial of your application as
required by 15A NCAC 2H .0506 and will place this project on hold as incomplete until we receive this
additional information. Please provide the following information so that we may continue to review your
project.
Additional Information Requested:
Please provide a stormwater wetland worksheet with Part I only filled out so that DWQ staff can
evaluate whether an appropriate amount of space has been provided for the stormwater wetland
(link available at: http://h2o.enr.state.nc.us/ncwetlands/regcert.html). If the final stormwater plan
is submitted after October 1, 2007, the stormwater wetland will need to be designed in accordance
with the latest DWQ BMP Manual, which is available at:
http://h2o.enr. state.nc.us/su/bmp_manual.htm.
2. Impacting the natural wetland for the purpose of constructing a stormwater BMP is not allowed.
Please reshape the stormwater wetland to avoid the proposed impact.
3. Please show that the stormwater from the entire site will be treated by the proposed stormwater
wetland or by another properly designed stormwater BMP.
Please contact the DWQ within three weeks of the date of this letter to verify that you have received this
letter and to provide us with a date that we may expect to receive this requested information. If we do not

project will be withdrawn and you will need to reapply with a new application and a new fee. Please
contact me in writing and Kevin Barnett of the DWQ Asheville Regional Office. If we do not hear from
you within three weeks, we will assume that you no longer want to pursue this project and we will
consider the project as withdrawn.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters
or protected buffers. Please be aware that any impacts requested within your application are not
