In this case, the renewal application submittal is due by the end of 2018, thus, the three full years preceding 2018 were designated for obtaining the seasonal scans. A renewal application is considered incomplete if the three required seasonal scans are not included with the application and will delay issuance of a new permit. The Division concurs with your request to reschedule the missed 2015 seasonal scan to 2018 for NC0023868 and NC0023876 with completion prior to submittal of each permitted facility's renewal application.The other two seasonal scans are still to be completed in 2016 and 2017. Just a reminder, any concerns or questions related to conditions in your NPDES permit should be brought to the Division attention during the draft comment period so they may be resolved. All analyses were performed by Meritech,Inc except the Ammonia,NO2+NO3,TKN, cyanide & Total Phosphorus, performed by City of Burlington Lab Services and DO & Residual chlorine performed by operations staff. The cyanide result on sample caught on 10/31 was qualified due to improper preservation. However, another cyanide sample was taken November 16 with an identical result and,in fact, all cyanide results for this location have been <0.01 ppm for at least the last 5 years. The SBWWTP has consistently met its effluent limitations for BOD for many years. Specifically, the last three years data, which is enclosed with this letter, shows that the monthly average effluent BOD is less than fifty percent of the monthly average permit limit. Also, we believe that the SBWWTP satisfies the remaining criteria regarding the reduction of monitoring frequencies in NPDES permits. We would appreciate your consideration to lower the BOD testing frequency for both influent and effluent to twice per week (2/week). The City staff is confident in its ability to keep the effluent BOD concentration below the permit limit.
