9. PROJECT'DESCRIPTION
The project site is located at 4802 E Yacht Drive, adjacent to the Atlantic Intracoastal Waterway
(AlWW), within the Town of Oak Island, in Brunswick County. To find'the project site, travel south
on US Highway ,17 to NC-Highway 133 South. Travel approximately 22 miles.south,on NC -133 to
Dosher�Cutoff SE/ NC -133 Turn onto DosherCutoff and then turn right on Southport- Supply Rd
SE/ NC =133. Travel approximately 0.8 mile and turn left onto NC -133. Travel on NC -1`33 to Oak
Island and turn right on East Oak Island Drive. Travel approximately 2.4 miles to NE 40 Street.
Make a right onto 48 h'Street and the property,will be located at the end of the toad onrthe right.
The property consists of a single lot with,a total area of approximately 7,260 square feet The site is
predominately wooded with a 1,321 square foot area of §404 wetlands located near the center of'the
lot Vegetation on the lot consists ,primarily of Wax Myrtle (Myrna cer fera) „Pine (Prnus spp ),
Sweet.Gum (Liquidambar styracaflua) and Catbriers.(Smrlax spp) The highground portion of the
property, located at the southern,side of the lot, has an elevation of approximately 6 feet above
normal high water There are no man-made structures currently on the property other than, an
existing, bulkhead and municipal sewer hook -up. The property is bordered by Town roads, and,right-
of-ways'to the south and west; a residential property to the east, and the AIWW to the north. Marsh
vegetation waterward of the bulkhead consists primarily of Salt Marsh Cordgrass (Spartrna
alterniora) interspersed with Glasswort (Salicornra spp ) and Sea Lavender'(Limonrum
carohnranum ) The coastal wetland fringe measures approximately 20 feet in width. The width of
the waterbody measures approximately 435'. A site visit was conducted near low.tide on July 9th At
that time, water, depths exceeded 2' at a distance of approximately 90' out from the bulkhead, or a
distance of approximately 70' out from the edge of marsh. The high Water line is located at the
bulkhead
Thewaters of the AIWW in this location are classified SA bythe North Carolina Division of Water
Resources. The,area is designated as,a Primary Nursery Area`bythe North Carolina Division of
Marine Fisheries and is CLOSED to the harvesting of shellfish
PROPOSED PROACT:
The,applicant is proposing to construct,a single - family residence with,associated wetland fill and
private docking facility The total built upon area proposed, on the lot is 2,350 square feet A
Statement of Credit Availability was sent to the applicant's agent on June 20,.2014, indicating 0 1
credits of riparian, wetlands were available andzreserved for the,property All impervious surfaces
would be located more than 50' from the normal high water line (NHW) Approximately 995 square
feet- of impervious surfaces are proposed within the Estuarine Shoreline AEC, equating to 21% ofthe
AEC area Part of the unroofed deck would be located within,50' of the NHW line A 3-slip docking
facility is also proposed An 80' long by 6' wide pier Would extend from the existing bulkhead,
leading to a fixed L -head, which would measure 16' in length by 10' in width- A ramp would then
lead down from the platform to a 16' in length by 10' in width floating dock, oriented parallel to the
shoreline A 12' in length by 12' in width boatlift would also be installed on the east side of the_
floating dock. The structure would provide docking space for up to three vessels.

10. ANTICIPATED IMPACTS:
The project would,result in the filling of 1,321, square feet of §404 wetlands and 5,939 square feet of
high ground The proposed, pier would result in the shading of approximately 120 square feet, of
coastal wetlands and the incorporation of approkimately 760 square feet of open water The proposed
high ground development would be located within the Estuarine Shoreline Area of Environmental
Concern (AEC). The proposed docking facility would'be located within.the Estuarine Waters and,
Public Trust.AECS. The structure would provide docking space for -up to three vessels and would
not exceed the 1/4 width of the waterbody It would not extend into either 15' adjacent riparian
corridor setback Minor temporary increases in turbidity, can be expected during the pier and dock
construction.

LAMA Major Permit Application for Upland Development and Fill

Southern Environmental Group, Inc. (SEQ) has been retained by Mr. Timothy Glasson (herein referred to as
the "Applicant "), to,submit the attached permit application (Attachment 1) for a Coastal Area Management
Act Major Permit, which is necessary to perform work at his property, located at 4802 East Yacht Drive, in
Oak Island, 'Brunswick County, North Carolina.
Site Information and history:
The property is,approximately 0 17 acres (7,260 SF) and, is situated on the Atlantic Intracoastal Waterway.
The property had been.filled and graded in the past and`bulkheadanstalled (see Attachment 2). The bulkhead
is the landward limit of normal high water. Unfortunately, due to- lack, of maintenance and, drainage
generated, by runoff from NE 481h Street, a small wetland pocket (0 03 AC / 1'321 SF), which SEGi
delineated and classified as US Army Corps of Engineers ( USACE) Section 404 wetlands, has developed in
the center of the property (see Attachment 3). A copy of the USACE Wetland Determination Packet has been
,included, as Attachment 4„ With this, correspondence. Currently, the, tract-is undeveloped and with vegetation
consisting of hardwoods and 'vines
Proposed Work:
The Applicant intends to construct a 1600 square foot structure, which will serve as his primary residence.
The proposed location of the structure is such that it ,is in keeping-with local and state setbacks. In addition to
the, structure, the Applicant wishes to erect a 6' x SO' fixed pier, with a 10' x r6' fixed platform, 10" x 16'
floating platform and boat lift. The lift will be supported by 4 pilings, set on 12' centers. Please see
Attachment 5, for details of the proposed work. 'Impervious surface area (ISA) is not anticipated to exceed
2,350 square feet, �or ,32% of the tract. However, due to the fact that the ;location of the existing wetland
pocket prohibits avoidance, the Applicant intends to fill the entire feature Please refer to Attachment 5 for
details of the proposed work.
As a result of',the proposed fill, chemical, physical, and biological processes will be- removed. In order to
offset those losses, the Applicant proposes to make payment to the Lower Cape Fear Umbrella Mitigation
Bank (LCFUMB), for 0.10 acre of=riparian wetland mitigation credit (approximately $6,850.20). A copy of
the L_ CFUM_B reservation letter has been included as Attachment 6.

SEGi feels that the proposed site plan and mitigation component is the least environmental damaging,
practicable alternative.
CAMA Major Permit Processr
As part of the. CAMA Major Permit process, the Applicant has notified the adjacent riparian property
owners, by US. Postal Service certified mail (see Attachment 7). Also; a $400 00 filing feeds required, which
has been included with this correspondence as Attachment 8
