Please note that written authorization from DWR is not required and the application is being provided to DWR as a courtesy. The project is ±2.o acres in size and is located at 398o Cary Glen Blvd, in the northwest quadrant of the intersection of Cary Glen Blvd and Carpenter Fire Station Road in Cary, Wake County (Latitude: 35.8234 °N; Longitude: - 78.8985 0W). The project is located in the Cape Fear River basin and onsite waters drain to Morris Branch. The Water Quality Classification for Morris Branch is WS -V; NSW and the Stream Index Number is: 16- 41-1-17-3-1• The cataloging unit for the site is 03030002. Project History Onsite wetlands were delineated by Withers and Ravenel, and were verified in the field by David Shaeffer with the Corps of Engineers on July 6, 2014 (SAW -2014- 01042). We are requesting issuance of the Preliminary JD in conjunction with issuance of the NWP 18. The Town of Cary issued a Buffer Determination Letter documenting that there are no buffered features within the subject property. A copy of the Town of Cary Buffer Determination Letter has been provided as an Appendix. Proposed Impacts The proposed impacts consist of 0.04 acres of permanent wetland impacts for the construction of the parking lot, as well as the connection of the onsite storm drainage to the existing drainage pipe located below the onsite wetlands. Avoidance and Minimization The onsite wetland consists of a small wetland pocket (0.04 acres), located immediately above a drainage culvert associated with the Camden Townhomes residential subdivision located 1410 Commonwealth Drive I Suite 1011 Wilmington, NC 28403 1 tel: 910.256.9277 1 fax: 910.256.2584 www.withersravenet.com I License No. C -0832 Cary Park TC -2B 07/21/14 immediately north of the proposed project. The onsite wetland exists entirely within the subject property and there are no wetlands or jurisdictional waters within 750 if of the onsite wetland. Due to the small size, poor quality and landscape location of the onsite wetland, it was determined that the integrity of this wetland could not be maintained in perpetuity once it was surrounded by impervious area associated with the proposed project. Therefore, the entire 0.04 acre wetland will be impacted as a result of the fill associated with construction of the parking lot. Mitigation Since the proposed permanent wetland impacts are less than o.10 acres, mitigation is not proposed. The current request is for 0.04 acres of permanent wetland impacts (see the attached maps and PCN for details). Please feel free to call if you have questions or require additional information.
