The purpose of the proposed project is to provide access.to the southern portion of`the property and to provide sanitary
sewer.

The overall project consists of,the construction of a.residentia/ subdivision and a Force Main that connects offsite.
Specifically the proposed project includes one road crossing resulting in permanent impacts to a- stream and
wetland. There is a proposed pump station on site with wetland impacts associated with the access road. The,
previously mentioned proposed force main will cross the property to the west and connect to Piney Grove Wilbon
Road, this force main will be Bore & Jack crossing two streams but will result in wetland impacts that will be
converted from forested to an maintained herbaceous. And finally, there are two wetland impact areas associated
with the outfall of BMP 2 and BMP 3. Equipment typically used for earthwork such as backhoes, bulldozers;
excavators, graders,,pavers -ete. will be utilized for this project.

Specifically describe measures taken to avoid or minimize the proposed impacts in designing project
The applicant contracted with S &EC to complete an wetland and Neuse River Buffer evaluation ,for the property in order to
identify the natural resources so that the project designers could design a site plan thatwoul&m►n►mize impacts to
wetlands, streams and ripanan areas to the maximum extent`practicatile The proposed project includes eight (8) impact'
areas to streams and /or wetlands associated with a road crossing, the pump - station access road, a bridged
greenway crossing, a force main and sanitary sewer and two BMP outfalls. The force main and sanitary sewer will
utilize the Bore and Jack method of construction to minimize impacts to streams Each impact sheet (W3 =W5)
identfes multiple impact areas, with the exception of W5 which only identifies one impact area.
SHEET W3: Impact Area; 1A includes permanent and'temp"orary,wetland impacts associated with the entrance
road, Town of Holly Springs requires a 3.1 slope; Impact Area 1B includes permanent and temporary stream and
wetland impacts associated with a road crossing This road crossing is necessary to.access the southern portion of
the - property: This,proposed road crossing was designed to cross at the old drained pond dam and utilizes
headwalls,to minimize impacts See sheet EXB for construction details; Impact Area 1C is 16 ft2,of Zone 2 riparian
buffer impacts associated with the slopes of BMP1
SHEET W4: Impact Area 2A includes Zone 1 & 2 Riparian Buffer impacts associated with a greenway stream
crossing. Stream impacts have been avoided by utilizing a bridge %boardwalk See sheet EXB1 for construction
details. Impact Area 2B includes permanent wetland impacts (permanently converted wetlands) for dual 8" force
mains and a 16" sanitary , sewer connecting to a pump station necessary for the proposed development and the
Basal Creek Basin. This, pump station was required by the Town of Holly Springs and will, service the entire, Basal
Creek Basin. The utility crossing will utilize the Bore and Jack method of construction to avoid impacts to the
stream. See sheet 11 of 19 for utility profile; Impacts -Areas 2C and 2D includes permanent and temporary impacts
to wetlands associated with BMP 2 & BMP 3 outfalls At BMP 2, the pond is set at the low point to service the
drainage area which is, set between two large wetland areas and a main sewer corridor, therefore the outfall needs
to be set at a lower elevation and in order for1he pond to drain it will require wetland impacts. At BMP 3, this pond
elevation is dictated by the adjacent Town of Holly Springs greenway and pump- station, therefore in order for the
pond to drain, the outfall will require wetland impacts. Additionally, Impact Area 2D includes permanent and
temporary impacts associated with the pump - statin access road. '
SHEET WS:, impact Area' 3A includes permanent wetland impacts (permanently converted wetlands) for a 8" force
a
main connecting the pump- s`tation,to Piney Grove'Wilbon Road.. The,uhlity crossing{will'utilize the Bore and Jack
method of construction `to minimize impacts to the stream but will need 10' wide temporary stream impacts-for
construction equipment. Zone 1 & 2 Riparian Buffer impactswdl also be necessary at this offsite utility crossing.
The Town is requiring that a 40' wide easement for future gravity and force main extensions however current
- construction, only requires a 25' construction corridor and permanently maintained easement. See sheet 12 of 19 for
utility pror ►le
Furthermore, the applicant is aware of the regional conditions associated with the Nationwide Permits 18 & 29 With
respect to residential development conditions (NWP 29- Regional Conditions section 4 0) the applicant does not
,anticipate any impacts4o streams or wetlands associated with stormwater facilities,, there are no impact associated
with single- family recreation facilities, there are no permanent wetland or stream fills proposed within the
floodway /floodplain and the stream classification for this project is B, NSW (Le not Outstanding Resource Waters,
High Quality Waters, Coastal Wetlands or wetland adjacent -to these waters). With respect to the minor discharges
condition (NWP 18- Regional Conditions section 4.0) this NWP is not being used in conjunction with a NWP 14

Erosion & Sediment Control measures such silt fencing, rock check dams, inlet protections, sediment traps
and /sediment basins will be used to treat runoff during construction. Additional measures such as head walls used
to reduce stream ►mpacts,at road crossing -and Bore & Jack method with encasements are proposed for the Force
Main stream crossings.

We have reviewed the "Draft Internal Policy, Cumulative impacts and the 401 Water Quality Certification and Isolated
Wetlands Programs "•document,prepared by the NC Diviston�of�Water Quality,on April 10, 2004, ,versiorn2.1. The,draft
states that many private developments are unlikely to cause cumulative impacts, including projects,such °es urban in -fill,
most residential subdivisions and small commercial developments aswell as agricultural'and sdvicu/tura/ operations. The
Wildwood'Subdivision, project is a residential development. The project is located within the Town of Holly Springs
ETG, therefore the adjacent properties that have potential for development will have the following regulations -to
protect downstream waters: 1) the Neuse River Basin Riparian Buffer Protection regulations, these regulations
require limited development within the riparian buffer,area in addition to "diffuse flow" requirements at a minimum
and could require Best Management Practices that control nitrogen if diffuse flow cannot be achieved, 2) the Phase
ll NPDES Stormwater Permit Program, this program includes permitting requirements for Municipal Separate Storm
Sewer Systems (MS4s) in addition to post- construction stormwater management requirements. We anticipate that
the DWR will advise us if any additional information is needed.

Thank you for the materials you submitted for the above- referenced project on May 27, 2014. We have
reviewed them and determined that there are two historic properties adjacent to the - project site. They are:
Alsey 3 and Missouri Stephens Douse (WA0613). This property is on the State Study List and
was determined eligible for listing in the National Register of Historic Places in 1997 as part of the
widening of NC 55.
Richard L. Adams Faroe (WA0612). This property is also on the State Study List and was
determined eligible for listing in the National Register in 1997
We will need' more information concerning the proposed layout and access for, the Vaughan Tract development
to determine if these properties might be adversely affected.
The Adams House (WA0611) has been determined eligible for listing in the National Register, but appears
well enough removed from the Vaughan Tract that it will not be affected by the development.
There are no known archaeological sites within the proposed project area. Based on our knowledge of the
area,, it is unlikely that any archaeological resources that may be eligible for inclusion ,in the National Register of
Historic Places will be affected by the project. We, ,therefore, recommend that no,archaeological investigation
be conducted in connection, with this project.
The above comments are made pursuant to Section 106 of the National Historic Preservation Act and the
-Advisory Council on Historic Preservation's Regulations for Compliance with Section 106 codified at 36 CFR
