In general DWR has no comments regarding the technical approach Wildlands Engineering is taking on the proposed
project. Particularly regarding the acquisition of riparian areas along the tribs and the main stem, this project appears
very promising.
With regard to the service area issue, after participating in discussions at the IRT meeting on July 22, DWR agrees that
the default service are for t he proposed mitigation bank would be 03030003 (HUC in which the bank property is
located. DWR would not be opposed to the bank providing mitigation for impacts within the Piedmont portion of
03030004; however, in order to remain consistent with USACE /IRT policy regarding banks approved over the past few
years, these should be handled on a case -by -case basis.
As discussed, DWR would appreciate some language being drafted that we can put on our website making applicants
aware that this is an option to propose for satisfying mitigation requirements in 03030004, with a high likelihood of
agency approval (or something similar).

discussed, please provide your comments to me regarding the baseline monitoring information provided by Wildlands
yesterday (and attached). Also, if you have any additional concerns regarding the project and /or information discussed
yesterday, please provide that, too. Please have your comments to me by August 20, 2014.
