The assistance and cooperation of Mike Carson, Operator in Responsible Charge, and Harry Ferguson, Backup ORC, were greatly appreciated. Inspection findings are detailed in the attached water compliance inspection report. Please be aware that the Division may take enforcement action against any permittee who fails to comply with any requirement of their permit. Pursuant to NC General Statute (NCGS) 143-215.6A, a civil penalty of not more than twenty-five thousand dollars ($25,000.00) may be assessed against any person who violates or fails to act in accordance with the terms, conditions, or requirements of any permit issued pursuant to G.S. 143-215.1. The assistance and cooperation of Mike Carson and Harry Ferguson were greatly appreciated. Inspection findings are detailed below and in the accompanying checklist. Records Review: Operational records were reviewed and found to be complete and compliant. This includes operator visitation logs, operations logs, maintenance logs, and other pertinent records that the operator provided during the inspection. Records are kept for at least 3 years. Analytical records are complete and current. The permittee uses commercial contract labs for both field and non -field parameters. Chains of custody, lab reports, etc, were all available for review. All analytical records are kept for at least 5 years. No discrepancies in reporting the lab results were noted. The current permit is maintained onsite. Plant Inspection: The bar screen is operational and in good condition. The equalization (EQ) basin does have level monitoring floats that are operational. The EQ is lightly aerated. The aeration basins (AB) appear to be in good condition and the mixed liquor appears healthy. There appears to be no short circuiting in the ABs. The clarifiers also appear in good condition and operating properly. The weirs appear to be level and no short circuiting was noticed in the clarifiers. The plant uses only one UV bank that contains two UV bulbs for disinfection. The bulbs and sleeves are cleaned quarterly and there are several spare bulbs on site. The plant would use chlorination/dechlorination tablets as a backup means of disinfection in the event of UV failure. The effluent flow meter is used for reporting and it was last calibrated in June of 2022. It reports both a constant flow rate as well as the total flow received/measured. The plant has a generator that can supply power for the whole plant. The generator exercises weekly. According to Mr. Carson, the sludge is pumped out of the plant approximately every 8 to 12 months and was just pumped out in April. The inspector has the following recommendations: 1. The permittee should establish an emergency fuel supply contract with a reputable fuel supplier that would provide emergency priority fuel to the plant in the event of a power outage. 2. Although effluent samples are collected from the effluent meter well in the plant, the permittee should clear and maintain the right-of-way to the plant outfall so it is accessible at all times. 3. The permit's plant description includes "influent pumps". This should be removed from the plant description because there are no influent pumps within the footprint of the plant. The "infuent pumps" referred to by the plant description are actually a wastewater pump station that is part of the wastewater collection system. This can be updated during the next permit renewal. No permit deficiencies or violations were noted during the inspection.
