Galloway, PE, CHFM Director - Construction Management Cone Health 1200 North Elm Street Greensboro, NC 27401 Re: Authorization Certification (Determination of No Practical Alternative) for Stream Buffer Disturbance — Moses Cone Healing Garden Dear Mr. Galloway: In accordance with the State of North Carolina's Rule 15A NCAC 02B.0267- Jordan Lake Water Nutrient Strategy: Protection of Existing Riparian Buffers, any applicant that intends to disturb Zone 1 and Zone 2 of the stream buffer must show that there is "No Practical Alternative" than to impact the stream buffer. The applicant submitted a "No Practical Alternative Request" on July 9, 2014 stating that the stream buffer disturbances in Zone 1 and Zone 2 were necessary for the construction of stream stabilization and to utilize the site as a healing garden, with elevated walkways and concrete sidewalks that must be constructed within the riparian buffer of an unnamed tributary of North Buffalo Creek. The City of Greensboro determined that the temporary impacts in Zone 1 shown on the map prepared by Landmark Design are: Area 41 of 5,671 square feet and Area 43 on of 1,079 square feet. Zone 2 temporary impacts are Area 412,876 square feet, Area 42 378 square feet, Area 43 1,341 square feet. Permanent impacts to Zone 1 are the Area 43, 400 square feet. Permanent impacts to Zone 2 consist of Area 42, 224 square feet and Area 43, 340 square feet. Approved impacts included the following temporary and permanent disturbances: Area #1 Temporary Impacts Zone I= 5,671 SF Zone 2 = 2,876 SF Area 42 Temporary Impacts Zone 1 = 378 SF Zone 2 = 0 SF Area 42 Permanent Impacts Zone I= 0 SF Zone 2 = 224 SF Area 43 Temporary Impacts Zone 1 = 1,079 SF Zone 2 = 1,341 SF Area 43 Permanent Impacts Zone 1 = 400 SF Zone 2 = 340 SF This approval is valid only for the purpose and design that was described in the application. If any modifications are made to the project a written notification describing the changes, must be submitted to the City of Greensboro Water Resources Department, Engineering Division (Stormwater Engineering Section). If the property is sold, the new owner must be given a copy of the certification and approval letter and is thereby responsible for complying with all conditions. In addition, the applicant should secure any other required federal, state, and local certifications before the project proceeds. P.O.
