Project Setting and Background Summary
The McCain Stream Restoration Site (Site) consisted of restoration of 2,470 linear,feet of stream; however, 52
linear feet of channel is located within a power, line utility right -of -way and has therefore been excluded from
credit assets, resulting in 2417 Stream Mitigation Units (SMUs): The Site is located one mile southeast of the
intersection of Lake Lucas Road (SR 1518) and Spero Road (SR 1504) in Sophia, Randolph County, North
Carolina. The Site will be protected by a permanent conservation easement held by NCDOT and is contained
within a parcel owned by Ms. Sigrid N. McCain., The project -reach is located in. the Yadkin River Basin, within
W, t4tedtStates- Giological' Society (USES) Hydrologic Unit 030401,03050050. The drainage area at the Site
outfall_'is 0 88 square miles. The contributing drainage area consists of: forest (67 0/6), agriculture (16 %),
,►
rangeland (12 %); and`urban (4 %) land use /land cover.
Prior Ito: construction; the Site was characterized as an active farm with a portion of the ,property dedicated to
pasture .and:llvestock! grazing. Primary land uses on the property include rangeland, agriculture (small grain),
and hardwood forest. Portions of the stream had been relocated in the past�and livestock had access to the entire
project reach. The stream was characterized as entrenched and narrow, with low to moderate sinuosity. The
project restored 2,470 linear- feet of stream using Priority 2 restoration by constructing a new meandering
channel and excavating a floodplain bench. The channel has not needed repair post construction, 90
containerized hardwood species were installed in November 2013 to address area of low vigor or density. Site

E'EP Recommendation and Conclusion
Stream points considered areas of concern during previous monitoring years have recovered and
vegetation has established. The project stream reaches are stable and functioning as intended.
Based -on the number of stems,counted, average densities were measured at 358 planted stems
per -acre (excluding livestakes) surviving in year 5 (2013). The dominant planted species
identified at the Site included river birch (Betula mgra), silky dogwood (Cornus amomum),
green ash (Fraxinus pennsylvanica), American sycamore (Platanus occzdentalis), and willow
oak (Quercus phellos). Six of the seven individual °plots met success criteria based on planted
stems alone. Plot? was below success criteria based on planted stems alone; however,,when
including'naturally'recruited stems of box elder (Acer negundo), green ash, tulip poplar
(Liriodendron tulipifera), and American sycamore °plot 7 was well -above 260 stems per acre.. In
summary, the Site has met vegetation and stream performance standards. EEP,recommends the
site be closed,generating 2,417 SMUs.

Appendix A: Watershed Summary
443- McCain Property
Watershed Characteristic Overview
The McCain Property stream restoration project is, located in Randolph County,, approximately 3
miles west of the City of Asheboro in the Yadkin Pee -Dee River Basin. It is located within HUC
03040103050050, the Back Creek watershed, which is listed as a Targeted Local Watershed
(TLW) in the 2009 Lower Yadkin Pee -Dee River Basin Restoration Priorities (RBRP) plan, as
well as in the previous 2003 RBRP.
The McCain Property is located on a UT to Back Creek which flows into the Uwharrie River
roughly 9`miles downstream of the project site. Back Creek is classified as a Water Supply
Watershed as well as a High Quality Water. Back Creek Lake, which is just downstream of the
project site, is identified as Impaired on the NCDWR 2012 303(d) List for impacts to aquatic
life. The 2009 RBRP indicates that there is a small percent of Significant Natural Heritage Areas
(SNHAs) and 15 Natural Heritage Element Occurrences (NHEOs) within the TLW. The TLW is
16% agricultural with 9 permitted animal operations, approximately 4% impervious and has 25%
non - forested buffers.
Links to Watershed Goals and Objectives
As noted in the Project Settings and Background section, the project involves 2,470 linear feet of
stream restoration along an unnamed tributary to Back Creek. The project is located in a rural
landscape with substantial forested buffer located along both sides of the stream and agricultural
uses' adjacent to the forested buffer. Prior to the restoration, the site was active "farmland with a
portion of the property dedicated to pasture and livestock grazing. Site streams were
characterized by entrenched, narrow, deep, step -pool channels with low to moderate sinuosity.
Primary land uses on the property include rangeland, agriculture (small grain), and hardwood
forest.
The project provides benefits to habitat, water quality and hydrology through the stabilization of
streambanks, establishment of a riparian buffer, exclusion of cattle, and excavation,of a
floodplain bench. These watershed improvements serve to increase stream stability and nutrient
removal capacity and reduce sediment loss, thereby reducing the volume of pollutants flowing
downstream into the designated 303(d) impaired waters of Back Creek and further protecting the
water quality of a water supply watershed.
Watershed Summary
There is one additional EEP mitigation project in this watershed, Heath Dairy. The Heath Dairy
project consists of stream restoration, enhancement and preservation and is located
approximately 2 miles upstream of the McCain Property site. There are two agricultural BMPs
that have been implemented in this watershed as well, including an impervious surface
conversion site and a critical area planting.
