Section 1. Introduction
The purpose of the Pollution Prevention and Good Housekeeping Program (GHP) training is to
educate municipal employees on how to prevent and/or reduce stormwater pollution and to
incorporate pollution prevention techniques into municipal operations that drain to the Municipal
Storm Sewer System (MS4). The main goal of this training is to provide the Learning
Management System (LMS) training once per year to all City of Greensboro employees as well
as to all new city employees during their initial six months of employment.
Section 2. Evaluation of Peer City MS4 Programs
In order to create and maintain a successful training plan for the City of Greensboro GHP, other
Phase 1 municipalities (and as time allows Phase 2 municipalities as well) will be contacted once
per permit cycle by the Water Resources Public Education Coordinator, to inquire about their
current training processes. See Appendix A for the "Municipal Employee Training Efforts"
document for NC Phase I and Phase II Program Review. This document will describe the efforts
made by each municipality contacted as well as keeping an updated list of contact information
for the person or team responsible of the GHP municipal training.
Once communication has been established, employees can inquire about their MS4's current
training plans, as well as the format and type of resources (videos, presentations, training
materials, etc.) they are currently using. All of this information should be documented.in the
"Municipal Employee Training Efforts..." document.

Section 3. Evaluate and Update Greensboro's GHP Training Program
Greensboro will evaluate their own training program once per permit cycle to see if it meets
other MS4 municipality standards. If Greensboro's program meets the average standards, no
changes will be made. Otherwise, if the average standards are not met, the Water Resources
Public Education Coordinator and the Water Quality team will have to make the necessary
changes.

Section 4. Training Implementation
Water Resources Training
Current Water Resources (WR) employees receive their annual GHP training through the
Monthly Safety training videos every March. Every year, before the Employee Safety training
yearly calendar is sent out to all WR employees, communication with the Departmental Safety
Administrator should be established about adding the GHP training to the calendar (Appendix
B). Any edits and/or corrections done to the training material should be communicated and sent
out to the Safety Administrator by mid -December, of the previous year.
Note: The Water Resources employee training only included the EXCAL VISUAL 30 minute
training video for 2021, not the city-wide LMS training that includes the initial, the final
assessment questions and the video. Water Resources transitioned to city-wide training in May
2022.
Note: At the end of this permit cycle, make sure the existing Municipal Pollution Prevention 11-
min training video is in the folder (Y:\Business\by staff\RobertsL\Stormwater\Good
Housekeeping), download a final report, and delete it from the Locator. Replace it with a new
Greensboro -specific Municipal Pollution Prevention training.
Citywide Training
Starting in May 2022 all non-WR employees will be assigned the LMS training on an automatic
annual basis. The training includes 5 general initial assessment questions, a 21-minute training
video from EXCAL VISUAL, and 10 final assessment questions from RAIN Check Employee
Quiz. This training video consists of:
• Municipal Separate Storm Sewer System (MS4)
• Stormwater Pollution Prevention Plans
• Spill prevention
• Spill control and response.
• Best management practices (BMP's)
• Proper vehicle fueling
• Proper vehicle and equipment washing
• Proper materials management
• Waste management
• Municipal facilities maintenance
• Proper Landscaping and grounds maintenance
All new employees will automatically be assigned the LMS training and will be required to
complete it within the first six months of hire. For questions and training updates, contact the
LMS Consultant I in the Human Resources Department.

In -Person Training
If time and staffing availability allows, an additional training session will be offered to the high
and medium risk city facilities. This training will occur on a rotating schedule throughout the
permit cycle. These facilities will receive in -person and/or pre-recorded training tailored to their
specific operations and needs.
Other departmental training
Facilities in high and medium risk departments often have staff who facilitate training within
their departments. A list of those contacts is below and should be updated once per permit cycle
by the Stormwater staff.

After training has been completed, records of the number of employees that participated should

Citywide Training
After training has been completed, a report will be run to capture a record of the number of
employees that completed the GHP training in the previous fiscal year. Stormwater staff may

acquire these records through the Waternet Resource Locator
(hops://waternet/waterresourceslocator). Follow these instructions:
1. Click on Departmental Resource Training
2. Click Hit Count by Media,
3. Select the dates for the previous fiscal year,
4. Select Stormwater Public
5. Select Goodhousekeeping Training
6. Click Reports
The report will show the name, date and number of times each employee has completed the
training. Reach out to the LMS Consultant I in the Human Resources Department Records to
provide the final report. These reports should be saved in the Good Housekeeping Programs
Training folder in the Divisional shared drive. Records should be used to update the GHP
training document:
In -Person Training
After training has been completed records of the number of employees that participated should

training document.
Other departmental training
There is ongoing communication from the Water Quality team with other departmental contacts
about their own training. Records of that training are sent to the WQ team throughout the fiscal
year.
