On May 25, 2022, staff from the DWR-MRO performed a Compliance Evaluation Inspection for the
GW remediation system present at the Plantation Pipeline facility under permit NCG510542. Mike
Skeen and Scott Smida were present to assist with providing information to DWR staff during the site
visit.
The treatment system is equipped with SCADA technology to the ORC via cell phone communication
by text alert.
The general permit does not require the submission of monthly eDMRs to DWR. DWR staff has
requested the reports that are due to DWM under the existing CAP be provided to DWR to document
system effectiveness. The permittee's consultant indicated that DWR will be copied on future reports.

Comment: Laboratory effluent analytical data was reviewed during the inspection from January
2019, through April 2022. There continues to be constituents of concern present in
the groundwater. However, these levels have been decreasing. GW treatment is
expected to be completed prior to the current permit expiration.
When the deermination is made that the treatment system has completed useful
remediation, the permittee must request permit rescission in writting. The rescission
request should be made to the NPDES permitting group in Raleigh.
The rescission of this permit should be coordinated between the DWM and DWR to
ensure proper closure of the treatment system.

Comment: TheeMel'1ias viewed from the effluent sampling port in the treatment trailer. No
foam, solids, or odor were observed in the discharge from the effluent sampling port.
Operation and Maintenance (O&M) records were present during the site visit.
MRO-DWR staff reviewed the O&M records for 2021 through 2022. The O&M records
are consistent and up to date.
Effluent flow meter calibration records indicate meter calibration is due in August 2022.
