Happy Friday! On behalf of our clients, Blue Ridge Power, LLC and Pine Gate Renewables, LLC, Kimley-Horn is submitting
this notification of design changes for the Virginia Line Solar project located in Warren County, NC (SAW-2017-02509;
DWR# 20211866). The project has received 404/401 permit approvals and during the final phase of design, a slight
change in the collection line was determined to be necessary. The collection line crosses over Drewry Virginia Line Road
on the western portion of the project area. Due to an offset requirement around an existing transmission pole, the
proposed collection line has been shifted west outside of the previously permitted LOD and PJD study area. The re-
routed collection path is primarily located within an agricultural field, but will require minimal tree clearing along the
existing transmission easement.
Kimley-Horn staff conducted a site visit on April 6, 2022 to identify any potentially jurisdictional features within the
revised limits of disturbance along the proposed collection re-route. The area was found to be located at the top of a
hillslope and dominated by typical agricultural edge species, including Chinese privet (L. sinense) and loblolly pine (P.
taeda). No potentially jurisdictional features were identified in or near to the collection re-route path.
Based on the above information, it is Kimley-Horn's belief that the project can proceed without a permit modification or
additional authorizations from the USACE and/or NCDWR. Attached for inclusion in the project record is a revised plan
sheet highlighting the new location of the collection path and a figure showing the extents to which the modified limits
of disturbance is outside of the PJD study area. Please let me know if you have any questions or need any additional
information (site photos, data forms, etc.) relating to this request.
