Dear Mr. Randall:
Please accept this letter and supporting documentation as our stormwater management permit submittal
for the proposed Storage Addition at the U-Haul of Fayetteville facility at 2346 Gillespie Street in
Cumberland County, North Carolina.
Concurrent to this submittal, we are working with Sally Castle from the NCDENR Fayetteville Regional
Office to complete erosion and sediment control permitting.
Project Description
In accordance with conversations I have had with Mr. Robert Patterson, we are proposing a
redevelopment of a largely built -upon site to include canopies, a general warehouse building, an
additional self -storage building, and associated paving.
The site historically has been the site of manufactured home sales. As shown in Google Earth Imagery,
the land cover can be classified as built -upon since 1999. Further, in the Executive Summary of the soils
report (attached) notes that, "2 to 3 inches of [aggregate base course surface] was reported by the drillers
at the boring locations," which varied across the site.

The proposed canopies will be erected directly over this existing base course material, where as the two
(2) proposed buildings and associated paving would replace this aggregate with fully impervious surfaces.
As shown in the accompanying plans, the site is 83% built -upon, and is proposed to be 85% built -upon.
As there is an increase, the additional built -upon areas, above existing BUA square footage, will require
post -development controls. We are proposing the construction of an infiltration basin to meet the required
post -construction stormwater management requirements. The enclosed "simple method" calculations
support the sizing of the basin.

As shown in the Geotechnical Report, the site is well suited to infiltration. For design, the conservative
measured rate of 9.1 in/hr was utilized, with a safety factor of 2, resulting in a design infiltration rate of
4.55 inches per hour across the site.The basin is proposed to be 10 feet from the adjacent proposed
building. While this is less than the 15' recommended minimum, the structure and foundation will be
designed to accommodate this proximity to prevent any undermining or damage.
