Director Kendra D Parrish Town of Holly Springs 128 South Main Street Holly Springs, NC 27540 NORTH CAROLINA Environmental Quality June 24, 2022 Subject: Compliance Evaluation Inspection Utley Creek WWTP Reclaimed Water System, Reclaimed Water Local Program, Reclaimed Water Generation, Conjunctive Utilization, Bulk Distribution, and Distribution System Nondischarge Permit WQ0032289 Holly Springs, NC Wake County Dear Ms. Parrish: On June 1, 2022, Dorothy Robson from the Raleigh Regional Office visited your facility to evaluate compliance with the Nondischarge Permit WQ0032289. Division records indicate the facility operates a reclaim facility with a local program, conjunctive utilization, and distribution of reclaimed water. During the inspection, the following was observed: Schedule (Section I of permit): 1. The facility has no scheduling issues at the time of the inspection. Performance (Section II): 2. The facility maintains and operates the reclaimed water facilities as described in the permit. 3. All reclaimed water components are labeled or colored purple as described in the permit as well as signage located throughout the reclaimed water distribution area. Operation and Maintenance (O&M) (Section III): 4. The permittee is responsible for the O&M of the reclaim water system and the distribution system as a non -discharge system. An O&M Plan, Spill control prevention plan (SPCP), and safety measures are readily available and observed. 5. Vegetative cover on the irrigation areas were well maintained and no ponding or runoff was observed. 6. Public access is restricted at the wastewater treatment and storage facilities. 7. Continuous monitoring and recording are utilized for turbidity. DocuSign Envelope ID: 418D7606-3053-4289-A4E4-0E60DF7649A3 Page 12 8. Flow meters are maintained and calibrated yearly. 9. Standby power is maintained as described in the permit. 10. The bulk distribution area was well maintained and drivers for tanker trucks are educated on the use of reclaimed water usage. Monitoring and Reporting (Section IV): 11. Reclaimed water is sampled and monitored for compliance in accordance with the permit. 12. Record tracking documents were well maintained and readily available for review. Inspections (Section V): 13. The facility performs maintenance and inspects the facility daily and maintains written and digital logs. Local Program (Section VI): 14. Reclaimed water users are permitted and educated on the source of the reclaim water. 15. Contractors that service customers on the reclaimed system are also educated on the source and use proper labeling/ color coded replacement parts of the conjunctive reclaimed water irrigation system. 16. Records of users and operations are well maintained. 17. A map of the reclaimed water systems is readily available and up to date and as described in the permit. General Conditions 18. The permittee is in compliance with the permit conditions. This report is a notification of the results of the compliance inspection. No violations were observed at the time of the inspection.
