Although NPDES stormwater permit NCS000251 expired on January 31, 2016, the facility continues to discharge stormwater per the automatic authorization to discharge beyond the expiration date granted in Part I1, Section B: General Condition 1, of the permit. The facility submitted all necessary forms required by the agency to renew the permit on July 30, 2015. Note that the analytical data showed that the benchmark value noted in Table 3 of the permit for Total Nitrogen was exceeded in SWDBO-002 during this rain event. A Tier I Inspection and investigation was conducted within two weeks of receiving the sampling results and documented in the facility's S WP3. This exceedance is noted in the attached DMR for your review. As part of the noted Tier I investigation, we requested that our contract laboratory reanalyze the SWDB0-002 sample for Total Nitrogen. The required Total Nitrogen value is calculated by combining the values of EPA 351.2 (Nitrogen, Total KjeldahI) and EPA 353.2 (Nitrogen, Nitrate -Nitrite), however, the laboratory only ran EPA 351.2 which made the reanalysis inconclusive. These results did not validate or disprove our original results. As a result of this communication, we are continuing with our investigation as originally initiated.
