Dear Mr. Rosborough:
The Wilmington Regional Office received a complete, modified Stormwater Management Permit
Application for Wilmington International Airport Phases I, II and III on October 21, 2011. Staff review of
the plans and specifications has determined that the project, as proposed, will comply with the
Stormwater Regulations set forth in Title 15A NCAC 2H.1000. We are forwarding modified Permit No.
SW8 050547 dated October 26, 2011, for the construction of the subject project.
This permit is for the treatment of stormwater runoff within a designated pocket of high density
consisting of 321.35 acres in accordance with Permit No. SW8 040836, the Airport Master Stormwater
Plan. This permit modification adds Phase III to the drainage area, which consists of 57.35 acres and
1,479,341 square feet of built -upon. The permit shall be effective from the date of issuance until June
15, 2015, and shall be subject to the conditions and limitations as specified therein. Please pay special
attention to the Operation and Maintenance requirements in this permit. Failure to establish an adequate
system for operation and maintenance of the stormwater management system will result in future
compliance problems.
If any parts, requirements, or limitations contained in this permit are unacceptable, you have the right to
request an adjudicatory hearing by filing a written petition with the Office of Administrative Hearings
(OAH). The written petition must conform to Chapter 150B of the North Carolina General Statutes, and
must be filed with the OAH within thirty (30) days of receipt of this permit. You should contact the OAH
with all questions regarding the filing fee (if a filing fee is required) and/or the details of the filing process

In accordance with the provisions of Article 21 of Chapter 143, General Statutes of
North Carolina as amended, and other applicable Laws, Rules, and Regulations
PERMISSION IS HEREBY GRANTED TO

FOR THE
construction, operation and maintenance of an extended dry detention basin in
compliance with the provisions of Session Law 2008-211 and 15A NCAC 2H .1000
(hereafter collectively referred to as the "stormwater rules') and the approved
stormwater management plans and specifications and other supporting data as
attached and on file with and approved by the Division of Water Quality and considered
a part of this permit.
This permit shall be effective from the date of issuance until June 15, 2015, and shall
be subject to the following specified conditions and limitations:
I. DESIGN STANDARDS
1. This permit is effective only with respect to the nature and volume of stormwater
described in the application and other supporting data.
2. This stormwater system has been approved for the management of stormwater
runoff as described in Section 1.6 on page 3 of this permit. The stormwater
control has been designed to handle the runoff from 9,947,405 square feet of
impervious area.
3. The tract will be limited to the amount of built -upon area indicated in Section 1.6
of this permit, and per the application, the approved plans, calculations and other
supporting documentation.
4. Where an individual project is being leased or sold, the stormwater collection
system must be located in either dedicated common areas or easements and the
final plats will be recorded showing all such required easements.
5. The runoff from all built -upon area within the permitted drainage area of this
project must be directed into the permitted stormwater control system. FAA
requirements prohibit standing water (i.e., permanent pools) and stipulate that
the design story„ must be fully drained within 48 hou s. The approved plans
include a low flow device but do not include a permanent pool at the low flow
outlet or sediment storage below the low flow outlet.

OTributary projects must provide an additional BMP with a sufficient TSS removal efficiency
such that the total TSS removal, including the dry detention, is at least 85%.
II. SCHEDULE OF COMPLIANCE
1. The stormwater management system shall be constructed in its entirety,
vegetated and operational for its intended use prior to the construction of any
built -upon surface.
2. During construction, erosion shall be kept to a minimum and any eroded areas of
the system will be repaired immediately.
3. The permittee shall at all times provide the operation and maintenance
necessary to assure the permitted stormwater system functions at optimum
efficiency. The approved Operation and Maintenance Plan must be followed in
its entirety and maintenance must occur at the scheduled intervals including, but
not limited to:
a. Semiannual scheduled inspections (every 6 months).
b. Sediment removal.
C. Mowing and revegetation of slopes and the vegetated filter.
d. Immediate repair of eroded areas.
e. Maintenance of all slopes in accordance with approved plans and
specifications.
f. Debris removal and unclogging of outlet structure, orifice device, flow
spreader, catch basins and piping.
g. Access to the outlet structure must be available at all times.
4. Records of maintenance activities must be kept and made available upon
request to authorized personnel of DWQ. The records will indicate the date,
activity, name of person performing the work and what actions were taken.

5. The facilities shall be constructed as shown on the approved plans. This permit
shall become voidable unless the facilities are constructed in accordance with
the conditions of this permit, the approved plans and specifications, and other
supporting data.
6. Upon completion of construction, prior to issuance of a Certificate of Occupancy,
and prior to operation of this permitted facility, a certification must be received
from an appropriate designer for the system installed certifying that the permitted
facility has been installed in accordance with this permit, the approved plans and
specifications, and other supporting documentation. Any deviations -from the
approved plans and specifications must be noted on the Certification. A
modification may be required for those deviations.
7. If the stormwater system was used as an Erosion Control device, it must be
restored to design condition prior to operation as a stormwater treatment device,
and prior to occupancy of the facility.
8. Access to the stormwater facilities shall be maintained via appropriate
easements (as required) at all times.
9. The permittee shall submit to the Director and shall have received approval for
revised plans, specifications, and calculations prior to construction, for any
modification to the approved plans, including, but not limited to, those listed
below:
a. Any revision to any item shown on the approved plans, including the
stormwater management measures, built -upon area, details, etc.
b. Redesign or addition to the approved amount of built -upon area or to the
drainage area.
C. Further subdivision, acquisition, lease or sale of all or part of the project
area. The project area is defined as all property owned by the permittee,
for which Sedimentation and Erosion Control Plan approval or a CAMA
Major permit was sought or required.
d. Construction of any future built -upon area within the drainage area.
e. Filling in, altering, or piping of any vegetative conveyance shown on the
approved plan.
11. A copy of the approved plans and specifications shall be maintained on file by
the Permittee for a minimum of ten years from the date of the completion of
construction.
12. The Director may notify the permittee when the permitted site does not meet one
or more of the minimum requirements of the permit. Within the time frame
specified in the notice, the permittee shall submit a written time schedule to the
Director for modifying the site to meet minimum requirements. The permittee
shall provide copies of revised plans and certification in writing to the Director
that the changes have been made.
III. GENERAL CONDITIONS
1. This permit is not transferable except after notice to and approval by the Director.
At least 60 days prior to a change of ownership, or a name change of the owner
or of the project, or a mailing address change, the permittee must submit a
completed and signed Name/Ownership Change Form to the Division of Water
Quality, accompanied by the documentation listed on the form. The approval of
this request will be considered on its merits and may or may not be approved.
The permittee is responsible for compliance with all permit conditions until such
time as the Division approves the transfer request.

2. Failure to abide by the conditions and limitations contained in this permit may
subject the Permittee to enforcement action by the Division of Water Quality, in
accordance with North Carolina General Statute 143-215.6A to 143-215.6C.
3. The issuance of this permit does not preclude the Permittee from complying with
any and all statutes, rules, regulations, or ordinances, which may be imposed by
other government agencies (local, state, and federal) having jurisdiction.
4. In the event that the facilities fail to perform satisfactorily, including the creation
of nuisance conditions, the Permittee shall take immediate corrective action,
including those as may be required by this Division, such as the construction of
additional or replacement stormwater management systems.
5. The permittee grants DENR Staff permission to enter the property during normal
business hours for the purpose of inspecting all components of the permitted
stormwater management facility.
6. The permit may be modified, .revoked and reissued or terminated for cause. The
filing of a request for a permit modification, revocation and reissuance or
termination does not stay any permit condition.
7. Unless specified elsewhere, permanent seeding requirements for the stormwater
control must follow the guidelines established in the North Carolina Erosion and
Sediment Control Planning and Design Manual.
8. Approved plans and specifications for this project are incorporated by reference
and are enforceable parts of the permit.
9. The permittee shall submit a permit renewal application and fee at least 180
days prior to the expiration date of this permit.

VI. SUBMITTAL REQUIREMENTS
Only complete application packages will be accepted and reviewed by the Division of Water Quality (DWQ).
A complete package includes all of the items listed below. A detailed application instruction sheet and BMP
checklists are available from http://12ortal.ncdenr.org/web/wg/ws/su/statesw/forms does. The complete
application package should be submitted to the appropriate DWQ Office. (The appropriate office may be
found by locating project on the interactive online map at htip://12ortal.ncdenr.org/web/wq/ws/su/maps.)

mile radius on the map.
7. Sealed, signed and dated calculations.

h. Identify all surface waters on the plans by delineating the normal pool elevation of
impounded structures, the banks of streams and rivers, the MHW or NHW line of tidal
waters, and any coastal wetlands landward of the MHW or NHW lines.

Operation and Maintenance Agreement
I will keep a maintenance record on this BMP. This maintenance record will be kept in a
log in a known set location. Any deficient BMP elements noted in the inspection will be
corrected, repaired or replaced immediately. These deficiencies can affect the integrity
of structures, safety of the public, and the removal efficiency of the BMP.
The dry extended detention basin system is defined as the dry detention basin, outlet
structure, pretreatment including forebays and the vegetated filter if one is provided.

- The drainage area will be managed to reduce the sediment load to the dry

- No portion of the dry extended detention pond will be fertilized after the first
initial fertilization that is required to establish the vegetation.
- I will maintain the vegetation in and around the basin at a height of
approximately six inches.
- Once a year, a dam safety expert will inspect the embankment.
After the dry extended detention basin is established, it will be inspected once a quarter
and within 24 hours after every storm event greater than 1.0 inches (or 1.5 inches if in
a Coastal County). Records of operation and maintenance will be kept in a known set
location and will be available upon request.

Thank you for pointing that out. I was aware that the surface areas listed for the dry pond proposed condition
represents the previously permitted "as -built" surface areas plus the proposed expanded basin surface areas.
But, as you suggest, I compared the wrong numbers because when I list them out next to each other (see
below) it's not what 1 thought it was on Tuesday.
This table represents a compilation of 2009 proposed area, the as -built area and the 2011 proposed area
(forebay plus the main pond). The first number is the 2009 proposed area; the second number is the "as -built"
condition which is your existing condition; and the third number represents the 2011 "proposed" condition:

I'm not sure I understand how the as -built existing area at elevations 7, 9, and 10 has decreased because you
are not doing anything at those elevations. It would make sense to me that the net change from as -built to
proposed 2011 for those areas would be zero.
Beginning at elevation 11, if the existing "as -built" area is 261130 sf, and you are extending the 11 contour up
into the expanded basin area in the low flow channel by 250 feet, and it's 10 feet wide, then it would make
sense that the surface area at elevation 11 should go up by 2500 square feet, but instead it goes down by
1890 sf.
At elevation 12, 1 am scaling a total added area of about 14,000 sf, but the proposed area only goes up by
9,010 sf.
At elevations 13 and 14, as expected, the biggest jumps in area occur.
I'm OK with the calculations because they propose smaller areas than I come up with, resulting in smaller
volumes. There's nothing that needs to be labeled.
The other issue of the dimensions still needs to be addressed.

Here is the response for question #1. Please let us know if this answers your question.
In regard to comment #1...1 believe there might be a small misunderstanding ... the "Proposed Dry Basin (Including
Existing Basin)' stage storage calculations are not solely indicating the elevations/areas for the expanded basin but
reflect elevations/areas for the entire expanded basin (existing as -built basin plus the proposed phase III expanded
basin). This spreadsheet reflects what the surface area will be at each elevation once the basin is completely
constructed (existing plus expanded basin). As a result, in response to the comment regarding at what elevations there
should be expansions and that it should not occur to elevation 11 in the lower half and elevation 12 in the upper half
and such ... please note that the information given is just not the expanded basin, but cumulative information for the
entire basin. Please find that the cumulative areas at each elevation have been carefully calculated using the as -built of
the existing basin in combination with the proposed expanded basin; therefore the "Proposed Dry Basin" stage storage
spreadsheet will reflect the completed basin once the proposed phase III expansion is performed. This is why the
information starts at elevation 7 for the total basin and elevation 9 for the forebay. I hope that this expounded
information regarding the stage/storage calculations will put us all on the same page.
For the contouring, is their a certain contour that needs labeling.

10 (+9850 so, elevation 11 (+65010 so and elevation 12 (+150210 so. At elevation 13 and above, we
should see the largest jumps but we don't. These are very large amounts of added surface area that do
not appear to be supported by the proposed grading plan at these elevations. Where are you adding
surface area at elevations 9 and 10? Based on the proposed contours, the most that the surface area
at elevation 11 would expand by is the length of the low -flow channel above the existing 11 contour in
the lower half of the basin, to the connecting culvert (250 feet) times its width of 10 feet, which is 2500
sf. At elevation 12, the surface area would expand by 10800 in the lower half plus 390 linear feet of low -
flow channel times a width of 8 feet in the upper half, or approximately a total of 14,000 square feet. I
just don't see where these large increases in surface area you are proposing are coming from.
2. The dimensions for the expansion are provided at unknown points along the contour. Please provide a
dimension for each straight line and a radius for each curved line, beginning and ending at known
points.
3. The O&M document indicates that a vegetated filter has been provided at the outlet. I don't think this is
true although the O&M for the 2009 permit contains the same misinformation. I believe that the
requirement is for each proposed project to provide a suitable "pre-treatment" device, such that the total
TSS removal is 85%, which negates the need for a VFS at the outlet. The current approved plans do
not show any such VFS. I'm going to simply mark through the "DOES" box and mark the "DOES NOT"
box on the O&M.

DESIGN NARRATIVE
The Wilmington International Airport proposes to expand the existing stormwater dry detention basin
south of the Airport Blvd. to handle an additional +/- 57 acres of drainage area. The proposed phase III
stormwater drainage area currently drains to an unnamed tributary of Smith Creek (C; Sw) [18-74-63]
within the Cape Fear River Basin. According to the NRCS Soil Survey of New Hanover County the
majority of the soil across the drainage area consists of Leon sand (Le) and Seagate fine sand (Se). The
drainage area currently consists of a combination of woods, grassed area, and a small amount of existing
impervious.
The proposed phase III expanded basin drainage area will consist of future outparcel imperviousness
and a small amount of existing imperviousness from redirecting portions of Airport Blvd. into the basin.
All stormwater runoff will be conveyed to the dry detention basin as the drainage area is developed by
way of a future storm sewer system. The expanded basin has been designed to meet New Hanover
County & NCDENR requirements; which include storing the runoff from the one and a half -inch rainfall
while providing 25% additional volume for sediment storage, controlling the 2 yr., 10 yr., and 25 yr. post
development runoff to pre -development rates, and safely passing the peak discharge from the 100 year
event with sufficient freeboard.
Please note that in regard to the previously permitted phase I & II stormwater design that all provided
calculations by PEI reflect the drainage area characteristics previously performed by Talbert & Bright,
Inc. during their Phase II expansion permit to NCDENR and NHC in 2009. PEI has determined the phase
III drainage area, pre/post curve numbers, time of concentrations, etc. but reference the information
established within the previously approved drainage area calculations for phases I & II. In regard to the
dry basin itself, note that all design regarding the expanded basin has been determined from an existing
basin as -built provided by the client and not from previously proposed phase II design calculations.
Therefore the expanded dry basin calculations provided are based on a current as -built (not calculations)
and the stormwater drainage area calculations based on previously approved phase II characteristics
merged with PEI's proposed phase III drainage area information.
Due to the expanded phase III drainage area, there is a need to also expand the existing basin and modify
the temporary storage volume by raising the existing 16" riser pipe. In regard to NHC pre/post
requirements, please find that we have modeled the expanded basin and the results of the pre/post
stormwater modeling conclude that the additional volume provided by expanding the basin is sufficient
to meet all NHC requirements without modifying the existing outlet structure network. Note that the
expanded phase III dry detention basin has been designed to maintain continuity with the existing basin
design while providing additional storage volume for the phase III drainage area.
In regard to sedimentation and erosion control, please find the need for a construction entrance, silt
fence, and rip rap aprons for the basin expansion. Please see sheet C-1.0 for all Erosion Control and
Sequence of Construction notes. The sedimentation and erosion control design will commence as

depicted in the construction sequence. Please find all reference material and stormwater / erosion control
calculations in the following pages of this report. Note that some calculations have also been located on
the plans for easy reference during construction. Silt fence is being used as the primary erosion measure
even though above the suggested disturbed area because the pond will contain a large portion of the
sediment during the construction. In addition, based on staff comments, double silt fence will be placed
along areas that adjoin the wetlands.
Upon construction of the Phase III basin, the dirt generated will be placed on Airport Authority property
at the intersection of Gardner Drive and Airport Blvd. The property in question will be used for the
proposed Veterans Administration Outpatient Clinic and is in the process of obtaining a land disturbance
from New Hanover County because it is a lease property. Because of the concurrent construction
sequence for both projects, the necessary construction entrances will be in place on Airport Blvd as
shown on our proposed plan and Gardner Drive for the proposed VA facility.
MAINTENANCE
Contractors shall be responsible for periodic inspection and maintenance of all indicated erosion control
devices in accordance with the plans and specifications. In addition, inspection and any necessary
maintenance will be required immediately following any significant storm event. Any erosion control
measure that fails to function as intended shall be repaired immediately. Upon completion of
construction and the establishment of stabilized ground cover, the property owner shall be responsible
for any on going site maintenance.
EROSION AND SEDIMENTATION CONTROL SPECIFICATION
PART1-GENERAL

A. Contractor shall take every reasonable precaution throughout construction to prevent the
erosion of soil and the sedimentation of streams, lakes, reservoirs, other water impoundments,
ground surfaces, or other property as required by State and Local regulations.
B. Contractor shall, upon suspension or completion of land -disturbing activities, provide
protection covering for disturbed areas. Permanent vegetation shall be established at the
earliest practicable time. Temporary and permanent erosion control measures shall be
coordinated to assure economical, effective, and continuous erosion and sediment control
throughout the construction and post construction period.

Express Stormwater Narrative
September 22, 2011
Project Narrative:
New Hanover County Airport Authority is proposing to the expansion of the existing basin for
the phase III portion at the Wilmington International Airport. The project will consist of sizing
the dry detention basin for the additional acreage (57 acres) for future buildout at the Airport.
The project is within a drainage basin that drains to Smith Creek (C;SW). This project will not
have any wetland impacts and all permit applications for the development will be submitted to
the necessary agency for review and approval.
