The Division has no objection to your proposal. The outfall relocation will not result in any change in discharge characteristics. The minimal distance of the relocation [ca. 600 feet] does not change the basis for any current permit limits or monitoring frequencies, which remain unchanged by this modification. This modification is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). This modified permit includes the following changes from your current permit: ➢ The permit map has been revised to show the new outfall location. Insert the map into your permit after the relocation is completed.. If any parts, measurement frequencies or sampling requirements contained in this modification are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). NPDES Discharge Relocation Request Dear Mr. Weaver: Davidson Water, Inc. requests to relocate the current NPDES discharge point (Yadkin River) to a more readily accessible point, approximately 600' upstream on the Yadkin River to handle the backwash water from the WTP as well as site runoff. The ongoing construction at the plant site requires this relocation. According to our conversations with your office, this project is a minor modification to the existing NPDES permit and will not require an ATC. Please see the attached design sheet for the proposed discharge relocation and pipeline. The plant water can discharge via 36" RCP inside the existing fence line. The excavated area will be approximately 6' below existing grade to the invert of the pipe. Some minor grading will be necessary to accommodate the new RCP installation, but no grading impacts to the river bank itself are expected. After the trench is excavated and the pipe installed, the downstream area will be armored with rip -rap (30' 1 x 15' w) to dissipate the flow energy as it enters the natural draw leading to the river. This fill is being coordinated with John Thomas, USACE, and necessary permit modifications are underway. Have the Permittee write a letter requesting the modification with the drawing attached. You can submit the request if the Permittee designates you an Authorized Representative. Please keep in close contact with the Winston-Salem Regional Office throughout the relocation. Consult with them regarding the potential need for an Authorization to Construct permit for the new outfall.
