Max Frazier, PE, concerning a proposed expansion and relocation for the Monroeton and Bethany Schools' waste water discharge. The proposal includes one site for the Monroeton School and two sites for the Bethany School. I will outline each proposal separately. The Monroeton School currently discharges to an unnamed tributary to Troublesome Creek which has low flow statistics that require an alternatives analysis for the current discharge. The proposed relocation for this discharge is to a swamp -like segment of the Haw River which is classified as C - NSW. This segment of the Haw River generally offers little assimilative capacity for oxygen -consuming wastes due to the low stream flows, low reaeration rates, and high sediment oxygen demand. To protect the dissolved oxygen stream standard of 5 mg/1 and allow for the allocation of the limited assimilative capacity in this waterbody segment, limits no less stringent than 15 mg/1 of BOD5 and 4 mg/1 NH3-N are recommended for new and expanding discharges to the Haw River and its tributaries upstream of SR 2711. In 1983, the need for watershed -wide nutrient management for the Jordan Reservior prompted the development of a Nutrient Sensitive Water (NSW) strategy which requires effluent total phosphorus limits of 2.0 mg/1 for all new or expanding discharges. Two proposed sites for this discharge to relocate were requested. The first was to Troublesome Creek which is classified as WS-III NSW CA. The proposed location, (at the bridge for SR 2351) has a positive flow during low flow periods, therefore a modeling analysis was performed and secondary treatment is predicted to protect the receiving waters dissolved oxygen standard of 5.0 mg/1. As with the Haw River site, a 2.0 mg/1 total phosphorus limit would be required. The following outlines our current recommendations for the Bethany School, NC0037001 expansion and relocation to Troublesome Creek: Flow (mgd): BOD5 (mg/1): NH3-N (mg/1): Dissolved Oxygen (mg/1): Total Suspended Solids (mg/1): pH (SU). A change in the proposed site to SR 2359, (downstream from the original request) has a drainage area large enough to sustain positive flow during predicted low flow periods. This proposed relocation has a positive flow during low flow periods, therefore a modeling analysis was performed and advanced secondary treatment is predicted to protect the receiving waters dissolved oxygen standard of 5.0 mg/l. Unhke the Haw River discharge, no nutrient limits would be required at this discharge location as it is in the Roanoke River Basin which is not showing signs of nutrient problems. The following outlines our current recommendations for the Bethany School, NC0037001 expansion and relocation to the Huffines Mill Creek: Flow (mgd). BOD5 (mg/1): NH3-N (mg/1): Dissolved Oxygen (mg/1): Total Suspended Solids (mg/1): pH (SU). Fecal Cohform (#/100mL): Total Residual Chlorine (µg/1): Total Phosphorus (mg/1) Total Nitrogen (mg/1): Summer 0.010 30 14 monitor 30 6-9 200 28 monitor monitor Winter 0.010 30 monitor monitor 30 6-9 200 28 monitor monitor Under current DWQ procedure, dechlorrnatron and chlorine limits are recommended for all new or expanding dischargers proposing the use of chlorine for disinfection. An acceptable level of residual chlorine in all of the proposed discharges is 28 µg/1 for protection against acute toxicity. The process of chlorination / dechlorination or ultra violet radiation may allow the facility to comply with the total residual chlorine limit. Rockingham County Schools Speculative Limits NC0036994 & NC0037001 Rockingham County Please be advised that response to a speculative request does not guarantee that the Division will issue an NPDES permit to discharge treated wastewater. In accordance with the North Carolina General Statutes, the practicable waste treatment and disposal alternative with the least adverse impact on the environment is required to be implemented. Nondischarge alternatives, such as spray irrigation or connection to a regional treatment and disposal system, are considered to be environmentally preferable to a discharge. Therefore, prior to submittal of an NPDES application, a detailed alternatives analysis must be prepared to assure that the environmentally sound alternative was selected from the reasonable cost effective options. In order to receive final permit limits, a formal application indicating the proposed WWTP design capacity and a justification for the facility will have to be submitted to the Division's Permits and Engineering Unit. The final NPDES effluent limitations will be determined after a formal permit application has been submitted to the Division of Water Quality. The Basin Plan recommends an Alternative Analysis and/or 15 BOD5 / 4 NH3-N for this area of the Haw River, (section 6.3.5). A 2 0 mg/1 Total Phosphorus limit is also required for all new or expanding discharges to this area, (section 6 4 2) No model will be run for proposed site for two reasons the high s7Q10 will result in less stringent limits than those outlined by the Basm Plan and the proposed discharge is to a swamp system that will not be well portrayed by the Level B model. Bethany School NC0037001 Qw: 0.010 mgd • Cuiient discharge, (Qw: 0.00375 mgd) is to u.t. to Huffines Mill Creek [C waters] which has a zero 7Q10 / 30Q2. Facility is scheuled to meet Advanced Tertiary Limits by 1994. atu to LA — t 5 CO� L ��� 5 � ( S/z, �Aw (tic. 13 • Two proposed sites for relocation were requested; Huffines Mill Creek and Troublesome Cre„� Huffines Mill Creek 03-02-03 The proposed site had a drainage area that was less than the minimum required for an HA 9 discharge. If the discharge was located further downstream at SR 2359 the flow statistics would be positve. A model was run at this site to prevent the need for the consultant to re -request a speculative on this waterbody. The flow statistics required a 14 mg/1 NH3-N, and the model indicated that Advanced Secondary Limits would protect. The Huffines Mill Creek site is located in the Roanoke River Basin and would not have the nutrient or conventional parameters limits that the Cape Fear discharges would. Troublesome Creek 03-06-01 The Toublesome Creek, [WS - III NSW CA] proposed site did have a positive flow and the model was run. The model indicated Secondary Limits would protect. The Troublesome Creek proposed site would have the same nutrient removal requirments that the Haw River site above would have, (i.e. 2 0 mg/1 Total Phosphorus). Facility: NPDES#: Receiving Stream.
