Land'Application of Residual Solids (503 Exempt)
Harnett. County
Dear Mr. Austin: -. .
On November 29, 2005, the Division of Water Quality (Division) received an e-mail correspondence
from Mr. Bob Branch of,Branch Residuals & Soils, L.L.C. regarding the above referenced permit. In this
correspondence, Mr. Branch stated that he had been contracted to assist Dunbar Foods Corporation in
preparing its permit renewal application package for submittal to the Division. Mr. Branch also stated that, in
performing his contracted duties, he has encountered some difficulties in obtaining ;all of the information
required to prepare a complete and accurate package. Working through the difficulties will take additional
time such that Dunbar Foods Corporation will miss the deadline to submit the package. Specifically, by
permit, Dunbar Foods Corporation mistsubmit thispackage no later than 180 calendar days prior to expiration,
of the existing permit, which, in this case, is no later than December 2, 2005. For this.reason, Mr. Branch
requested an extension to complete the package for submission so that the Division receives it no later than
February 1, 2006. . .
The Division understands that a significant amount of information must be compiled to•prepare an
adequate and complete permit renewal application package. Therefore, the request for the . 61-calendar day
extension is hereby granted. Dunbar Foods Corporation shall now prepare/submit and the Division shall receive a permit renewal application package no later than 119 calendar days prior to permit expiration
(i.e., by February 1, 2006). The Division further appreciates, Mr. Branch's bringing this request to the
Division's attention in such a timely and proactive manner.
Note that all other conditions and limitations of Permit,No. WQ0012662, issued on June 1, 2001, shall
be valid and binding. .• Please be aware that nothing in this correspondence should be construed as removing `
Dunbar Foods Corporation from the responsibility for complying with its permit in full. If you need any
additional information concerning this matter, please do not hesitate to contact me by telephone at (9-19) 715-
6167 or via e-mail at shannon.thornburg@ncmail.net.
