REQUEST FOR MORE INFORMATION
Dear Mr. Blackmon:
On March 9, 2007, the Division of Water Quality (DWQ) received your application dated December 11,
2006, to fill or otherwise impact 3.465 acres of 404/wetland (0.886 acres permanent impact, 2.75 acres
temporary impact), to construct the proposed residential subdivision. On August 3, 2007, the DWQ
received additional information from you, however, the DWQ has determined that your application
remains incomplete and/or provided inaccurate information as discussed below. The DWQ will require
additional information in order to process your application to impact protected wetlands and/or streams on
the subject property. Therefore, unless we receive five copies of the additional information requested
below, we will have to move toward denial of your application as required by 15A NCAC 2H .0506
and will place this project on hold as incomplete until we receive this additional information. Please
provide the following information so that we may continue to review your project.
Additional Information Requested:
As previously requested, this Office believes that the road crossings labeled as "F" and "G" can be
moved or reconfigured to minimize impacts to wetlands. Please revise your plans to minimize
these impacts. Your narrative discussion regarding these requests does not adequately address your
requirement to minimize impacts and references involving concerns emergency personnel have
regarding redesign of your project must be submitted by these agencies on their local government
letterhead.
2. Compensatory mitigation is required for this project since the proposed and past impact exceeds
one acre. As previously requested, please provide a compensatory mitigation plan. The plan must
conform to the requirements in 15 A NCAC 2H .500 and must be appropriate to the type of impacts
proposed.
Please submit this information within 30 calendar days of the date of this letter. If we do not receive this
requested information within 30 calendar days of the date of this letter, your project will be withdrawn
and you will need to reapply with a new application and a new fee.
