Dear Ms. Higgins:
On behalf of the City of Mount Holly, US Infrastructure of Carolina, Inc. (USI) seeks comments
from your agency to permit within the Federal Energy Regulatory Commission (FERC) lake
boundaries an existing sewer force main, a proposed sewer support structure, and to reclassify the
shoreline in the immediate vicinity of the project. Notification to your agency is required per the
application Duke Energy will submit to FERC to formally approve the project.
To familiarize you with the project, enclosed are a detailed project description, location map, survey,
site photos, construction drawings, and preconstruction notification form (PCN). Please note that the
PCN enclosed is for the entire Catawba River Greenway project, which includes the area of the
existing sewer force main and proposed sewer support structure. We request comments and
approval related to the sewer support structure be separate from any comments related to
other portions of the greenway project. Please contact us should you require additional
information to complete your review of the project.
Written approval or comments on the project are requested within 30 days of this notice. Please do
not hesitate to contact Ms. Bonnie Fisher, PE or myself should you have any questions or concerns
about the project. Approvals or comments may be mailed to the address below, or emailed to
