Please find attached for your review the PCN application for the NWP 14 and NWP 12 for the proposed project south of the
intersection of Barbee Road and NC Hwy 54 in Durham, NC As a part of the proposed residential development, there are three
impacts to Jurisdictional waters to be permitted There is a wetland impact (0 00045 acres) due to fill from a roadway, a temporary
stream impact (50 feet) in order to provide sanitary sewer, as well as a culvert/stream impact (70 feet) in order to comply with the City
of Durham Open space requirements that includes an internal trail connection through the property Attached are the copies of the
proposed Site Plan, impact cross sections, GIS map, JD, Stream Determinations and Agent Authorization letter Also attached to this
letter is a check in the amount of $ 240 00 for the Minor Water Quality Application fee Thank you for your timely assistance in this

Meadows at Southpoint - Avoidance and Minimization:
Impact 1:
This impact is required foran extension of a public ROW. The impact to the wetland was minimized by
lowering the profile of the roadway to the greatest extent possible with allowing for the roadway to drain
out to the intersecting roadway. Silt fence and tree protection fencing will be placed along the edge of
the impact for protection of the remaining wetland.
Impact 2:
This impact is required for meet City of Durham Open space requirements that include an internal trail
connection through the property. The impact to the buffer is being minimized by crossing the stream at a
location based on topography that is in accordance with trail construction specifications, as well as the
installation of headwalls at the ends of the proposed culvert in, place of flared end sections. Silt fence
and, tree protection fencing will be placed along the edge of the impact to minimize silt run off.
Impact 3:
This impact is required to serve the site with Public Sanitary Sewer. The proposed design for the sewer
will connect to an existing Sanitary Sewer outfall Easement, PB 96, Pg 192 located at the northern end
of Huntsman Drive. Silt fence and tree protection fencing will be placed along the edge of the impact to
minimize silt run off.
