Pleasant, SC 29464 Dear Mr. Brown: NORTH CAROLINA Environmental Quality June 28, 2022 Subject: NPDES Permit NC0022098 Technical Correction Cranbrook Village WWTP Guilford County The Division is issuing this technical correction to resolve several matters in the permit issued on January 10, 2022. Please discard the old pages in your permit and replace them with the attached pages. This technical correction includes the following changes to your existing permit: ➢ The installation of a new wastewater treatment system at the subject facility has resulted in a change in facility grade. The subject WWTP is now a grade WW-1. > The limit for total residual chlorine (TRC) was erroneously expressed in mg/L in your permit. That has been corrected to micrograms per liter [µg/L]. ➢ Parameter codes for eDMR data entry have been updated where necessary. This permit modification is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). Insert the attached pages into your permit and discard the old pages. If any parts, measurement frequencies or sampling requirements contained in this modification are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. This permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. As of this permit issuance, any previously issued permit bearing this number is no longer effective. Therefore, the exclusive authority to operate and discharge from this facility arises under the permit conditions, requirements, terms, and provisions included herein. Discharge from said treatment works via Outfall 001, at the location specified on the attached map, into Little Alamance Creek [stream segment 16-19-3-(05)], a waterbody currently classified WS-IV NSW waters within subbasin 03-06-03 [HUC 030300020302] of the Cape Fear River Basin. Temperature of the effluent shall not cause the ambient receiving stream temperature to increase more than 2.8°C, and in no case cause ambient water temperature to exceed 32°C. 4. Total Residual Chlorine - The Division shall consider compliant all TRC values reported below 50 µg/L. However, the Permittee shall report all results by a NC -certified test methods (including field certified) even if detected below 50 ug/L. 5. TN = TKN + NO3-N + NO2-N, where TN is Total Nitrogen; TKN is Total Kjeldahl Nitrogen; NO3-N and NO2-N are Nitrate and Nitrite Nitrogen, respectively. Send all suspicious email as an attachment to Hi Charles, Thank you for the email regarding the intent to reclassify this wastewater facility to a Grade 1 Plant. I want to make sure I am understanding the process correctly and providing the information needed for all parties to achieve the desired outcome. 1 As background, while the facility was completely upgraded with a different treatment technology that completely replaced the expired system, there was no change in the permitted discharge flow or the treatment levels defined in the existing permit. As part of the upgrade, a new Authorization to Construct was applied for and issued for the project. The treatment technology installed has been assigned as a Grade 1 Plant by the classification unit. My understanding of the permitting process (and please verify this for me) is that the assigned Individual Permit covers and allows the discharge of the permitted flow at the designated effluent limits. The Authorization to Construct indicates (or covers) the construction of the system and how the permit levels wilt be met (i.e. UV disinfection vs Chlorine). I realize the previous issued permit lists the description of the replaced system, but that actual permit itself hasn't changed. Does (or could) the "listing" of system components in the permit get updated when the permit is renewed? if it needs to be updated now, wouldn't the AtC application cover this modification? If the listing of components can be addressed at the next permit renewal (or handled with the issued AtC) wouldn't this clear the Classification Unit to go ahead and issue the reclassification letter?
