The Town of Pembroke, located in Robeson County, is hereby withdrawing its April 13, 2022 Authorization to Construct
(ATC) application for the Wastewater Treatment Plant Improvements for the Town of Pembroke. Project financing
considerations have resulted in the Town needing to split the submitted project into two phases. Phase 1 will address the
hydraulic issues with the WWTP that had resulted in a collection system back-up during Hurricane Florence resulting in
economic loss in the Town. Phase 1 is to be funded by the US Economic Development Administration(EDA)and does not
require an increase in the WWTP flow capacity. An ATC application will be submitted for Phase 1 in the near future. The
- Town intends to submit an ATC for Phase 2,which will include process unit additions to increase the WWTP flow capacity
from 1.33 to 2.0 mgd. It is anticipated that this second ATC application will be submitted once the NPDES permit
modification is approved and that it is to be funded through the ARPA funding program.
Per our conversations with you, our understanding is the Phase 1 ATC review is not dependent on the NPDES permit
approval and you can start review of this ATC application as soon as you receive it. We are proceeding with preparation of
the Phase 1 ATC application and will submit it once it is completed. Thank you for your time and consideration in this
