Thanks for the clarification. I had the misunderstanding that the vegetated conveyance and the curb outlet swale were
one and the same. We are not proposing curb and gutter and so will not have or need curb outlet swales. We just have
vegetated conveyances. We will have “No” in line 6 and so line 11 will be “No” as well.

I will be sending you updated information based on your comments to you here soon so that you will hopefully receive it
by the end of the week.

There are 3 types of ditches: vegetated conveyances (15A NCAC 02H .1003(2)(c)), curb outlet swales (15A NCAC 02H
.1003(2)(d)), and treatment swales (15A NCAC 02H .1061).

The most basic form of ditch is the vegetated conveyance (most low-density projects utilize this type of ditch). If your
ditch receives runoff from a curb & gutter or outlet, then the curb outlet swale design requirements must be met (15A
NCAC 02H .1003(2)(d)(vi) allows you to use the treatment swale design requirements in lieu of the curb outlet swale
design requirements if you choose to do so). Treatment swales (unlike the other two) are secondary SCMs (the design is
more stringent and they can be used for pollutant/nutrient removal credit).

Line 11 is asking you if you will be using the design requirements for the treatment swale in lieu of the design
requirements for the curb outlet swale (per 15A NCAC 02H .1003(2)(d)(vi)). If you are not proposing curb outlet swales,
you can change this item to “No” or “N/a”. If you are using curb outlet swales and will not be meeting the more
stringent design requirements of the treatment swale, you can change this to “No”.

Jim,

Thank you for your very thorough comments. It makes it easy to go through and modify everything, I appreciate it. We
will work on these comments and resubmit the necessary documents as you outlined.

One question from your comments, and that is on the Supplement-EZ Form -- low density page -- line 11 (comment
highlighted in your original email). It seems that by responding “Yes” in line 11 this meant we are using treatment swales
not curb outlet swales. And treatment swales have more stringent requirements that we are not meeting. From my
understanding, since we are a low density site we do not need treatment swales, we only need curb outlet swales. That
was what we were working with, so we should have responded “No” to line 11 since we are actually using curb outlet
swales. We will respond “No” to line 11 and adjust our swale design per your first comment about the slopes. Let me
know if this is acceptable or if you need something else.

Kevin,

I was looking over the information you provided on 3/24/2022. Everything looks good except for a few small issues:

Please correct the following:
- As designed, the provided vegetated conveyances do not meet the design requirements for vegetated
conveyances outlined in 15A NCAC 02H .1003(2)(c)(i). The provided side slopes of the vegetated conveyances
are 2:1, but 3:1 is required. NOTE: Steeper slopes are allowed in situations where it is demonstrated (based on
engineering calculations and on-site soil investigation) that the vegetated conveyances will remain stable,
however, the provided soils report recommends using a 3:1 side slope (Section 4.1.8) and shear calculations
were not provided. Please revise.
- Please sign & seal the provided calculations (The originally provided calculations were signed & sealed, however,
the revised copies provided in May were not signed & sealed).
- Please correct the following issues with the Application:
o Section IV, 8 – See comment below.
o Section IV, 10:
 Existing BUA – Please only include the existing BUA that will remain on-site (563,516 sf), not the
total amount of BUA in existing conditions (573,000 sf).

 Total – Please revise this value based on the prior comment and please also include the future
BUA in this total (Total BUA = 11,800 sf + 44,800 sf + 2,200 sf + 6,100 sf + 40,600 sf + 563,516 sf
= 669,016 sf).
 Proposed Impervious Area – This item refers to the total proposed BUA located within the
drainage area (entire site), not just the net increase. For this project, it should correspond to the
Total from the lower half of the table (669,016 sf).
 % Impervious Area – Please recalculate this value per the prior comments (either: \[% BUA =
Total Proposed BUA / Project Area = 669,016 sf / 10,230,502 sf = 6.5%\] or \[% BUA = Net Increase
in BUA / (Project Area – Existing BUA) = (669,016 sf – 573,000 sf) / (10,230,502 sf – 573,000 sf) =
0.99%\]
- Please correct the following issues with the Supplement-EZ Form:
o Drainage Areas Page:
 Line 4 – Since the entire low-density area of the project drains to the same receiving water,
there is only 1 low-density drainage area (please refer to the note in Section IV, 9 of the
Application). The drainage areas to the individual vegetated conveyances do not need to be
show on this page as the information is summarized on the Low-Density Page.
 Entire Site Column:
 Line 8 – Similar to the earlier comment, this value corresponds to the total amount of
BUA that will exist on-site (for this project, it is the sum of Lines 10 & 15).
 Line 10 – Similar to the earlier comment, this value corresponds to the total amount of
new BUA that will exist within the common areas of the site (for this project, it is the
sum of the items of Line 12). Please include the future BUA in this calculation.
 Line 18 – Please recalculate (if needed) per the earlier comment.
 Line 19 – This item is not required for low-density projects.
 LD 1 – 5 – These columns are not required, please remove them.
o Low-Density Page:
 Line 4 – Per the calculations, this value is shown to be 2:1. Please revise as needed.
 Line 5 – Per the calculations and information in the lower half of this page, Swale 4 has an actual
velocity of 4.10 fps (2.70 fps is shown as the maximum velocity).
 Line 11 – This item only applies if the design requirements outlined in 15A NCAC 02H .1061 are
used for the design of the curb outlet swales in lieu of the design requirements outlined in 15A
NCAC 02H .1003(2)(d). It does not appear that all of the MDCs for treatment swales are met
with the design of these vegetated conveyances (The Swales do not have a trapezoidal cross-
section, the side slopes are 2:1, the slope of Swale 4 is outside of the acceptable range, the
Hydraulic Retention Time (HRT) is too short, etc...).

Please provide the following:
- 2x hard copies & 1x electronic copy of revised plan sheet C-000-803 with the swale detail shown on it (The
revised grading sheets that were provided in May have notes on them referencing a swale detail on pan sheet C-
000-803, but the originally provided plan sheet C-000-803 does not have a swale detail on it).
- 1x hard copy of plan sheet C-000-001 with the revised note in the center of the page (1x hard copy & 1x
electronic copy of this plan sheet were previously provided, however, we require 2x hard copies).
- 1x hard copy (2x hard copies for plans) & 1x electronic copy of any items needed to address the 2:1 vegetated
conveyance side slope issue.
- 1x hard copy & 1x electronic copy of the signed & sealed calculations (revised as needed).
- 1x hard copy & 1x electronic copy of the revised pages of the Application.
- 1x hard copy & 1x electronic copy of the revised pages of the Supplement-EZ Form.
