MEMORANDUM FOR THE RECORD
June 1, 2001
Subject: Action ID 200120613, Field Jurisdictional Determination, Wake County, North
Carolina.
1. This memo is to confirm that a field jurisdictional determination was made for a
site located on the west side of Hilburn Drive, which is located north of Lynn Road and
northeast of U.S. Hwy 70, in Raleigh, Wake County, North Carolina.
2. There were two stream features examined at this site. The tributary to the south
was labeled as `ephemeral' by S&EC and the main channel was labeled as `perennial'
and therefore jurisdictional. The purpose of my field inspection was to determine if the
southern most tributary was ephemeral and therefore non jurisdictional. Upon field
review, I determined this channel to be ephemeral and non jurisdictional. I also
determined the perennial channel to be jurisdictional. Please see attached field sketch
(provided by S&EC) for clarification of stream channels.
3. A jurisdictional determination was issued at the request of the applicant,
indicating that jurisdictional waters of the U.S. are located within the property limits.
This determination included an examination of the Raleigh West USGS topographic map,
and on-site information.
4. Written confirmation that waters exist and have been delineated on the property
was sent to the property owner on March 13, 2001.
