A. Application:
Section I, Item 3 states that Timothy M. Parton is the application signature authority; however, the
application is signed by Ben Parton. Pursuant to 15A NCAC 02T .0106(b)(1), applications for
corporations shall be signed by a principal executive officer of at least the level of vice-president
or his authorized representative. The provided Signature Authority Delegation letter does not
authorize Ben Parton to sign on behalf of Gilkey Lumber Company, Inc. It instead authorizes Mike
Parton.
Accordingly, please either resubmit an application signed by either the Vice President or President
of Gilkey Lumber Company, Inc., or provide a signature authority delegation letter pursuant to 15A
NCAC 02T .0106(c). The signature authority delegation letter shall be signed by either the Vice
President or President of Gilkey Lumber Company, Inc., and delegates Ben Parton to sign on the
Permittee's behalf for the Permit No. WQ0020680 renewal application. A signature authority
