he process, as I understand it, is as follows;
(1) the applicant works with the RO and CO to perform a No Practical Alternatives
Analysis and Finding of Fact to confirm that the variance request meets all of the `~~
requirements identified in 15A NCAC 2B .0233(9)(a)
(2) the RO and CO determines whether a Minor or Major Variance is required
(3) if a Minor Variance is required the applicant submits a request to the RO and CO
for review and the CO issues the approval
(4) if a Major Variance is required the applicant submits a request to the RO and CO
to perform a Preliminary Findings

I'll try to get working on this (assuming everyone agrees that its a good idea) as
soon as possible.
I would also recommend that we place a CO project number on all variances as soon as
the finding of fact is complete.
If you have any other suggestions that may improve this process please let me know.
