The northern western, and southern portions of the site are forested and support a mix of loblolly pine and water oak trees and a fairly dense shrub layer of water oak, hickory, American holly, and red back. The remainder of the site is fields. Several ditches transect the site and a farm pond is located in the southern portion of the site. Adjacent land use is residential to the north and west, and undeveloped and forested to the south. Hwy 17 is located to the east. 4b. Explain the purpose of the proposed project:* The purpose of the project is to construct a commercial/retail development within the site to serve the shopping needs of the community. Wetland, ditch, and pond impacts are needed for site access and general site development. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * The project includes the construction of 239,650 sf of retail/commercial buildings, associated parking, utilities, accessways, and stormwater facilities. Erosion control measures will be installed prior to any site disturbance. The limits of disturbance will then be cleared of vegetation. Site grading (including proposed ditch and wetland fill) will occur as depicted on the site plan. On -site ditches to be filled do not carry water from off -site, so there are no rerouting concerns. Roadways and utilities will be installed. Then home/building construction will occur. Track hoe, loader, dump truck, bob cat, and other standard construction equipment will be used. 5. However, because ditches transect the site, they could not be avoided while still providing an economically feasible project. Additionally, access off Marlowtown Road is needed. The only access from this road is through a narrow part of the site. The road had to navigate between a canal and wetlands. Minor wetland impacts are needed here. 1b. The NC Natural Heritage Program database was reviewed to determine if any rare species are known to occur on or near the site. According to their files, no federally listed species are known to occur on the site. The American alligator has been observed within a one mile radius of the site. The USFWS IPaC database was also reviewed and several species were identified as potentially occurring in the region. Many of these species require coastal and/or marine habitat and would not be found within the site. Ditches on site are too small to provide suitable habitat for the alligator. Forested uplands currently supports a canopy of pines and hardwoods with a fairly dense shrub layer. Therefore, it does not appear to provide suitable habitat for the RCW. However, forested areas within the site may provide suitable roosting habitat for the northern long-eared bat. Since no hibernacula or matemity roosting trees are known to occur in the area, any adverse effect from tree clearing would be exempt by the 4(d) rule. The site does not appear to provide suitable habitat for any other species known to occur in the area. 6. Essential Fish Habitat (Corps Requirement) 6a. This list is not perfect; it is simply a starting point for identifying what birds of concern have the potential to be in your project area, when they might be there, and if they might be breeding (which means nests might be present). The list helps you know what to look for to confirm presence, and helps guide you in knowing when to implement conservation measures to avoid or minimize potential impacts from your project activities, should presence be confirmed. The maps are prepared from the analysis of high altitude imagery. Wetlands are identified based on vegetation, visible hydrology and geography. A margin of error is inherent in the use of imagery; thus, detailed on -the -ground inspection of any particular site may result in revision of the wetland boundaries or classification established through image analysis. The accuracy of image interpretation depends on the quality of the imagery, the experience of the image analysts, the amount and quality of the collateral data and the amount of ground truth verification work conducted. Metadata should be consulted to determine the date of the source imagery used and any mapping problems. Wetlands or other mapped features may have changed since the date of the imagery or field work. There may be occasional differences in polygon boundaries or classifications between the information depicted on the map and the actual conditions on site. Data exclusions Certain wetland habitats are excluded from the National mapping program because of the limitations of aerial imagery as the primary data source used to detect wetlands. These habitats include seagrasses or submerged aquatic vegetation that are found in the intertidal and subtidal zones of estuaries and nearshore coastal waters. Some deepwater reef communities (coral or tuberficid worm reefs) have also been excluded from the inventory. These habitats, because of their depth, go undetected by aerial imagery. Data precautions Federal, state, and local regulatory agencies with jurisdiction over wetlands may define and describe wetlands in a different manner than that used in this inventory. There is no attempt, in either the design or products of this inventory, to define the limits of proprietary jurisdiction of any Federal, state, or local government or to establish the geographical scope of the regulatory programs of government agencies. Persons intending to engage in activities involving modifications within or adjacent to wetland areas should seek the advice of appropriate federal, state, or local agencies concerning specified agency regulatory programs and proprietary jurisdictions that may affect such activities.
