Inspection Summary:
On May 25, 2022, MRO-DWR performed a Compliance Evaluation Inspection under permit WQ0003902.
A review of the O&M records for 2021 and 2022 was performed. The records appear to be complete. However, the records
could be better organized for tracking and review purposes.
The spill plan was also reviewed during the site visit. The spill plan appears to incorporate the required parameters for spill
control and action to be taken in the event of a spill.
Development in the area will contribute to increased flow to the WWTP. The NPDES permit may need to be modified to
increase flow into the WWTP.

Comment: PAN and SAR reviews were performed during the AR review. Field soils pH values were
presented in the AR.
The facility is generating 27.6% of the total permitted volume of dry tons for this permit.
However, the digestor storage capacity is limited to a restricted volume. Storage capacity ma rL
need to be increased in the future due to increasing flow entering the WWTP.

Comment: Lime Stabilization is used for PVAR. Lime records were reviewed during the site visit. The
permittee reported some issues with lime causing a higher than the desired Ph for the class B
product. The permittee is working on a method to reduce lime feed and better monitor pH.

Comment: The digestors were reviewed during the site visit. Two of the digestors were recently emptied.
When the digestors are emptied, they are washed down to remove the built-up caked material
on the sidewall of the digestors.. The cleaning helps to keep the digestor's capacity a maximum
volume.
