The Division of Water Quality (the Division) has received your letter. dated June.11, 2010 notifying us of new
ethanol product -handling facilities for the subject site. We find no need to modify your permit at this time.
We note that you have completed new rail off-loading facilities including a lined pond and gravity -drained
secondary containment against spills. Your discharge from this approximately 130,000-gallons pond is manually
controlled via valves normally closed. Therefore, given that these discharges flow to existing permitted Outfall
001, we understand that you have not significantly altered your facility's Stormwater Pollution Control System or
its method of operation.
We have considered ethanol's volatility and miscibility and are less concerned about chronic impacts to
surface waters than we are acute impacts. Your permit requires you to apply Acute Whole Effluent Toxicity
(WET) testing to Outfall 001 (to UT of East Fork, Deep River; classified WS-IV). Therefore, in the absence
of Acute WET test failure, the Division feels that permit modification will not be necessary at this time. We
will consider adding descriptions of new facilities to your permit at renewal.

Dear Mr. Corporon:
TransMontaigne makes notification that the ethanol rail off-load installation project has
been completed at our Greensboro Southeast Terminal. The new rail spur will
accommodate up to 15 rail cars of denatured ethanol. Cars are nominally 30,000
gallons each. Containment is provided over the rail off-load area for up to 30,000
gallons or a 25 year / 24 hour storm event. Rail cars will be off-loaded into Tank 103.
Effective June 7, 2010, storm water runoff from the rail off load area will be collected
and gravity drained to the new containment pond. The containment pond is HDPE
(High Density PolyEthylene) lined and has a capacity of 129,196 gallons. Discharges
from the new containment pond are manually operated and will remain in a closed
position until discharge is required. Discharge from the containment pond will gravity
via the HDPE pipe to the existing Outfall 001. Enclosed are new site diagrams reflecting
the changes to the facility.
Please notify TransMontaigne of any new monitoring requirements under the NPDES
permit.
