Subject: Complaint Investigation of Property Located off Arrington Bridge Rd.
(PIN# 2597698334)

Dear Mr. Lawrence
On May 9, 2014 this Office received a complaint of fuel being dumped into surface
waters at the above noted property. The site was investigated on May 13, 2014 by Mr.
Roberto Scheller of the Surface Water Protection Section and Mrs. Ross Balance of the
UST Section. The investigation of the water bodies at the back of fill areas found that
water had a reddish brown color that is coming from iron bacteria colonies in the water,
specifically Thiobacillus ferrooxidans and Leptospirillum ferrooxidans. The water had a
strong musty iron smell with no visible signs of oil sheen. It was noted that the reported
strong petroleum smell was coming from asphalt tailings mixed in with the fill soils.
It was determined that no Water Quality violations existed at the subject site at the time
of the on -site investigation; therefore, no further investigation is deemed necessary by
this Office. However, please be advised that in accordance with North Carolina General
Statutes 143 - 215.83 it is unlawful to discharge oil or other hazardous substances into or
upon waters or lands within the State, violators maybe subject to a civil penalty
assessment of up to $25,000.00 per day for each violation.
