Dear Sir or Madam:
Last month, on/or about 5/11/22 we issued an official notification to you concerning the fact that it
is recently come to the attention of the North Carolina Department of Environmental Quality that
the above referenced subject site may have changed ownership and/or is now operating under a new
name. Official records indicate that the site is operated under ITG, Inc., but that the name may have
been changed to Elevate Textiles Inc on/or about November 2018. As noted below a change of
ownership and/or operating under a new name pursuant 15A NCAC 02H .1045 requires that the site
owner/operator submit the appropriate forms to the NCDEQ, since Permits are non -transferable.
Change of Ownership / New Name: Permits are non -transferable, thus the new owner
/operator will have to submit a Permit. However, this does not result in permit fees
The relevant code is: 15A NCAC 02H .1045 Requirements for Permit Transfers and Permit
Renewals. This Rule contains the requirements for the transfer and renewal of State stormwater
management permits that have been issued by the Division, including those issued under the
standard and fast -track permitting processes. Typically, there are no fees associated with a simple
change in ownership and shall be submitted at least thirty (30) days in advance of the official

different Permits (e.g. stormwater, groundwater, municipal) will require the use and submittal of
different forms, thus one form does not transfer all facility Permits. More information can

If the facility has changed ownership and/or is operating under a new name then it is the responsibility
of the facility owner / operator to submit the appropriate forms pursuant to 15A NCAC 02H .1045
within 30 days of this notification. If the facility has not changed ownership and/or is still operating
under ITG, Inc., please advise via email at doug.dowden@ncdenr.gov within 30 days of the date of
this notification. If a response is not received within 30 days of the date of this notification
enforcement actions will commence.
