The North Carolina Division of Water Resources conducted an inspection of the Sparta Collection System on May
19, 2022. This inspection was conducted to verify that the facility is operating in compliance with the conditions
and limitations specified in Collection System Permit No. WQCS00160. A summary of the findings and comments
noted during the inspection are provided in the enclosed copy of the inspection report.
The Collection System Non -sampling inspection was conducted by Division of Water Resources staff from the
Winston-Salem Regional Office. The following deficiency(s) was noted during the inspection:
Inspection Area Description of Deficiency
General
As per 15A NCAC 08G .0201 (3)(b)(ii)(c), the Town of Sparta did not give proper notice to
changes in ORC and BORC designations. There were changes to position in January and
March 2021. The current acting ORC is one grade below system classification. There has
been no acting/designated Back-up ORC since March 2021.
Remedial actions should have already been taken to correct this problem and prevent further occurrences in the
future. The Division of Water Resources may pursue enforcement action for this and any additional violations of
State law. To prevent further action, carefully review these deficiencies and address the causes of
non-compliance to prevent the recurrence of similar situations.
