Dear Mr. Miller:
It has been brought to our attention by Mr. Phil Rahn of Waters Edge Environmental, LLC that two
(2) groundwater monitoring wells were installed at the subject site without first obtaining a
monitoring well permit from this office. 15A NCAC 2C .0105(a)(3) states that no person shall locate
or construct any monitoring well until a permit has been issued by the North Carolina Department of
Environmental Quality.
Please ensure that in future assessments and corrective actions at this site, all required well permits
are obtained before the wells are constructed. If this deficiency occurs again, a Notice of Violation
may be issued.
