Wasteload Allocation Summary
(approach taken, correspondence with region, EPA, etc.)
A Level C study was performed for this facility. Anoxic conditions were predicted even at 5/2 due
to wastewater and natural swamp conditions; 5/2 limits were recommended to minimize impacts.
The model included the Eagle Snacks discharge downstream.
No violations of limits are indicated on the compliance system. Instream data pulled in 6/92
indicate low D.O.'s upstream and higher D.O.'s appx. 3.5 miles downstream. (Summer 1992
data does not indicate D.O.'s under 5 mg/1).
Robersonville is not part of the Tar Pam Basin Assoc. If they expand, they will be subject to
nutrient limits. The facility should be warned that "more stringent controls on nutrient inputs may
be required in the future" even if the facility does not expand.
Pretreatment information indicates that the facility is implementing a program. The facility had a
meeting with TSB 6/92 asking for relaxation of their limits (small tax base and major SIU [Perdue]
was pressuring the Town to lower costs); TSB denied request for relaxation of limits due to the
predicted anoxic conditions on Flat Swamp.

Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in
association with the toxicity tests, as well all dose/response data Total residual chlorine of the effluent toxicity
sample must be measured and reported if chlorine is employed for disinfection of the waste stream.
Should any single quarterly monitoring indicate a failure to meet

NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism
survival and appropriate environmental controls, shall constitute an invalid test and will require immediate
retesting(within 30 days of initial monitoring event). Failure to submit suitable test results will constitute
noncompliance with monitoring requirements.

About Oxford, I have some additional data of Oxford's influent and effluent for 5 of the six
pollutants for you to use. Please call me when you get back and I'll bring it over. In
general, after you redo the numbers using the additional data, Julia and I recommend you
revise the limits/monitoring requirements for these pollutants following the interim APAM
policy. Please talk to Carla about what this policy is. Carla has a version that she gave to
Julia; Julia gave her an alternative policy back, now they both will be discussing these
versions with their respective staffs and then getting back to discuss a final interim policy. I
have copies of both of these policies if you need them. We in pretreatment went over the two
this morning and we like our version best for a variety of reasons that Julia will brief Carla
on soon. Julia and I recommend you use our version for these parameters for Oxford.
About Robersonville, I have misplaced your sheets so I looked at my PIRF - I assume the
parameters were CU, ZN, and HG. In general, we recommend you proceed with the limits/
monitoring requirements as you have determined as this is how everyone else has been
treated. When we come up with our new policy, we will revise Robersonville's permit then.
