Box 29535 Raleigh, NC 27626 Re: Addition to Membership Tar Pamlico Basin Association Dear Ms. Sullins: JUN 14 2000 DENR - WATER QUALITY POINT SOURCE BRANCH At the February 23, 2000 meeting of the Tar Pamlico Basin Association, the membership voted 11-0 (three member abstained) to accept Robersonville into the membership of the Association. Acceptance of the fifteenth member is contingent upon the Association and DENR agreeing on an adjustment to the nutrient cap in the Phase II agreement. We hope the Division will act quickly to make this change. The Association suggests the nutrient cap be adjusted to hold the concentration at maximum permitted flow the same with Robersonville included as before they were included. I believe Ron Elks of Greenville Utilities has discussed this adjustment with Rich Gannon of you office. The Association is ready to discuss the adjustment with your office as soon as possible. C. 27871 PHONE 795-3511 December 20, 1999 Mr. Malcolm Green GVC General Manager PO Box 1847 Greenville, NC 27835-1847 Re: Tar Pamlico River Basin Association Dear Mr. Green: As per telephone conversations with Ron Elks with Greenville Utilities Commission and Paul Blount with the City of Rocky Mount, the Town of Robersonville is requesting membership in the Tar Pamlico River Basin Association. Minutes of the Town of Robersonville are enclosed to reflect our request. The Town does realize that our membership in the association depends on resolving the total nutrient cap limits issues with the state and payment of'$73,274.36 for past pro rata expenses. Also, be advised that following our expansion, our permit flow will increase to 2.4 mgd. If other information is needed, please advise. Thank you, f John H. Ron Elks, GUC Paul Blount, City of Rocky Mount Rich Gannon, State of NC Book 10 Page 218 The Robersonville Governing Board held its regular Board Meeting on December 14, 1999 in the Paul D. Roberson Room at 7:30 PM. Councilmen present were: Edward Casper, Noah Daniels, David Jenkins, Eugene B. Roberson, Jr., and Councilwoman Ivana Ward. Also present were: Mayor Frank A. Measamer; Town Manager, John H. Pritchard, Jr.; and Town Attorney, Jim Batchelor. Mayor Measamer opened the meeting with prayer led by Councilman Daniels. A motion was made by Councilman Daniels, seconded by Councilwoman Ward, to approve and to dispense with the reading of the minutes of the last meeting. The motion passed unanimously. The results of the election returns were read. Councilman Roberson made a motion, seconded by Councilman Daniels, to accept the election returns. The motion carried unanimously. The Mayor and the members of the Town Council were sworn in for four years by Magistrate Davis Jenkins. A motion was made -by Councilman Daniels, seconded by Councilman Roberson, to elect Councilman David Jenkins as Mayor Pro Tem. The motion was carried unanimously. Councilman Jenkins made a motion, seconded by Councilman Casper, to award the Wastewater Project Phase II contracts as follows: Contract I to Herring-Rivenbark for $113,640; Contract II to Peters & White Construction Company for $1,806,246; and Contract III to Pitt Electric Company for $221,000. The motion carried unanimously. Copies of the bid tabulation sheets are attached to these minutes. On a recommendation from Ford Chambliss, engineer with The Wooten Company, Councilman Casper made a motion, seconded by Councilman Daniels, to authorize the mayor to sign a resolution of SOC with NCDENR in the event that the Town is denied membership in the Tar Pamilco Basin Association. Councilman Casper made a motion, seconded by Councilman Daniels, to join the Tar Pamlico Basin Association for $73,274.36 in back dues and approximately $4000 per year hereafter. The motion was carried unanimously. A motion was made by Councilman Daniels, seconded by Councilman Jenkins, to amend the Wastewater Project Phase II budget by $470,000. A copy of the amended budget is attached to these minutes. The motion passed unanimously.
