Dear Mr. Lambert:
Division of Water Resources staff Caitlin Caudle completed a review of the 2021
Residuals Annual Report. This review reflected compliance with the subject permit. The
following item of concern was noted:
1. The Pathogen and Vector Attraction Reduction Form for June 10, 2021,
indicated that 30-day Bench Scale Test was being used in meet vector
reduction requirements. Per Permit Condition 11.7 "biological residuals ... that
are distributed shall meet one of the vector attraction reduction alternatives in
15A NCAC 02T .1107(a)." 15A NCAC 02T .1107(a)(3) describes 30-day Bench
Scale Test as being completed with residuals with less than 2% total solids,
and if total solids is greater than 2% residuals shall be diluted to less than 2%
with unchlorinated effluent at the start of the test. Several total solid values are
greater than 2% in the lab analysis provided for June 10, 2021. Additional
information was provided on May 12, 2022, that demonstrated effluent was
theoretically diluted to less than 2% total solids. Please be advised that a 30-
day bench scale test completed with effluent with greater than 2% total
solids may not have accurate results. If this occurs again another vector
reduction alternative may need to be completed to verify vector reduction
requirements are being met.
2. Plant Available Nitrogen (PAN) for fescue hay for NC-DV-08-07 was listed as
198 Ib/ac, the North Carolina State University Realistic Yield Expectation
database recommends 188 Ib/ac.
3. PAN for NC-DV-08-09 was also listed as 198 Ib/ac. The correct
recommendation is 188 Ib/ac.

Inspection Summary:
Division of Water Resources staff Caitlin Caudle completed a review of the 2021 Residuals Annual Report. This review

Other observations:
• 1,525.97 tons were applied, requiring quarterly sampling events. Sampling was completed in April, June, July, and
August. Application events occurred in April, June, July, August and December.
• DV-08-07 had material from Davidson Water material applied.
• DV-08-09 had material from Davidson Water and Piedmont Water applied.
• Lead was misreported on the Annual Residual Sampling Summary Form for the April 26, 2021, sampling event. Lead is
listed as 3.37 mg/L on the form and reported as <3.67 mg/L on the analysis result.
