HomeMy WebLinkAboutNCS000482_ENG 3221 ESC Inspector Procedure_20220526SOP No. ENG — 3221 Adoption Date: 09/17/2021 Revision Date: 00/00/0000 City of Approved: Monroe Engineering Erosion and Sedimentation Control Inspector Procedure Purpose To provide guidance both in the field and office as to the procedures for sedimentation & erosion control inspections for projects requiring a grading permit issued by the City of Monroe. Procedure Pre -Con Agenda: • Prepare plan set packages after approval for pre -con, and schedule pre -con meeting. • Review plans and permits with meeting attendees and issue approved plans. • Review NPDES permit requirements, self -inspection requirements, Post Construction requirements and any proposed stormwater SCMs. • Discuss adjacent areas that need special protection from sedimentation, particularly environmentally sensitive areas such as wetlands and highly valued resource areas. • Walk the site with the meeting attendees and point out potentially critical areas with erosion, such as steep cut -and -fill slopes, highly erodible soils, construction access routes, stream crossings, channels, and water outlets. Note and locate any major discrepancies with existing conditions shown on the plan. • Review the location of erosion and sediment control measures and their implementation, sequence for installation of measures with respect to the construction schedule, and discuss any anticipated shut- down periods. Explain that no mud is to be tracked onto public streets. • Discuss temporary and permanent surface stabilization plans and call attention to plan specifications for ground cover, time of year, maintenance plans, and the contractor's procedure for monitoring performance, and ask the location of off -site borrow waste areas. • Discuss inspector's expectations, inspection frequency, field changes, required plan revision submittals, and inspector's contact information. • Explain certification forms, expectations for timely submittals, stormwater SCM submittal requirements, close out procedures, and typical pitfalls that hold up Certificates of Occupancy and project completion. 1-01 Certification Form Initial Inspection: • Complete initial inspection once all measures have been installed and before rough grading has begun. (Collect Certification Form 1-01 before initial inspection when possible) • Check to see that the measures specified in the approved plan are installed as shown. • Check to see that buffer zones are clearly marked per plan and meet setbacks per ordinance and plan. • Check to see measures installed are adequate for the opening of mass grading or rough grading. • Note deficiencies for inspection report and notify onsite personnel if possible (get names and positions of any personnel spoken to and note them on the report). • Photo document deficiencies as needed. 11Page SOP No. ENG — 3221 Adoption Date: 09/17/2021 Revision Date: 00/00/0000 Approved: Active Site Inspection: • Check to see if measures are installed per plan and that they are functioning as required. • Look for damaged measures, sediment accumulation in traps, basins, and along silt fencing, etc. • Check to see if construction sequence is being followed and measures are being installed as needed with regards to the progression of site work. • Start the clock on ground cover for graded slopes and fills that show little to no activity. (14 calendar days per current ordinance) • Investigate perimeter and offsite areas for sedimentation, trash, spills, concrete wash outs, etc. • Check all inlet and outlet protection. • Check ground cover that has been applied, permanent and/or temporary. • Note deficiencies for inspection report and notify onsite personnel if possible (get names and positions of any personnel spoken to and note them on the report). • Photo document deficiencies as needed. 1-07 Certification Form Inspection: • Inspect the site to ensure temporary measures requested for removal can be removed. • There must be little to no potential for sediment loss due to the removal of the measure. • At minimum, the contributing drainage areas must be temporarily stable. • If the measure(s) being removed will be converted to a stormwater SCM that is highly sensitive to sediment, the contributing drainage area must be permanently stable. • Remaining ESC measures must be in working condition. Any corrective actions must be completed before removal of any temporary measures. • Note deficiencies for inspection report and notify onsite personnel if possible (get names and positions of any personnel spoken to and note them on the report). • Photo document deficiencies as needed. 1-06 Certification Form Inspection: • Inspect the site to ensure all grading activities have been completed. • Vegetative areas are stable and vegetation has been installed per plan and specification. • Post Construction Stormwater SCMs have been installed; all submittals and certifications have been reviewed and accepted. • Temporary ESC measures have been removed. • All permanent ground cover should be established per plan and specification for immediate close out and release of performance bond. • For sites where the performance bond will be held until permanent ground cover is established, continue to inspect temporary ground cover until permanent ground cover has been achieved. • Note deficiencies for inspection report and notify onsite personnel if possible (get names and positions of any personnel spoken to and note them on the report). • Photo document deficiencies as needed. 2 1 P a g e
