An efficient street sweeping program minimizes the accumulation of unsightly debris and helps to reduce the amounts of pollutants entering our storm drains which might adversely affect our citizens' water supply. Routine sweeping of our City streets is the primary method by which we can keep our city looking beautiful and our storm sewer system operating efficiently. PROCEDURE The street sweepers rotate schedules each week with one working from 5:00 AM to 1:30 PM and the other from 7:00 AM to 3:30 PM. Each week, the morning hours from 5:00 AM to 7:00 AM are mainly concentrated in the Downtown and high traffic areas of the City. Each intersection below shall be swept every two weeks, barring holidays and other unforeseen circumstances. The morning routes for each truck are defined as follows: Morning Schedule A — (Currently Truck #2525) Week 1 (5:00 to 7:00 AM) Monday — Intersection of Lancaster and Charlotte Avenue Tuesday — 5-point Intersection, Intersection of US 74 and Franklin Wednesday — Intersections of US 74 and Sutherland and US 74 and Morgan Mill Thursday — All Downtown (see map) Friday— All Downtown (see map) Morning Schedule B — (Currently Truck #2524) Week 2 (5:00 to 7:00 AM) Monday — Intersection of Charlotte Avenue and Concord Avenue Tuesday — Intersections of Stafford and 74 and Phifer and Skyway Drive Wednesday — Intersections of Dickerson and US 74 and Dickerson and Charlotte Thursday — All Downtown (see map) Friday — All Downtown (see map) Procedure for cleaning of the sidewalks and streets Downtown is as follow: 1. Every Thursday and Friday, a Street Division employee will be assigned to clean the sidewalk in the Downtown area, beginning the workday at 5:00 AM and ending at 7:00 AM. The assigned employee will originate from a pool of employees established by the Streets Superintendent on a rotating basis. 2. Every Thursday and Friday (pending weather conditions), the designated street sweeper operator* will begin cleaning the street where vehicles park along the street beginning with Jefferson Street. 3. The second street sweeper operator shall assist with sweeping Downtown upon reporting to work at 7:00 AM. 4. The street sweeper operators will coordinate the cleaning of the other sidewalks and streets in the Downtown area. 5. Street sweeping within the Downtown area will be limited to Thursday and Friday unless required due to special events or in response to identified concerns. * The designated street sweeper operator shall be the employee that reports at 5:00 AM. A map is attached showing the limits of the Downtown area. In addition to the morning schedules above, each sweeper should adhere to the following guidelines in regards to sweeping the rest of the city: 1. All city streets with curb and gutter should be swept at least five times a year. 2. All city streets without curb and gutter should be swept at least twice a year. 3. The following city -owned parking lots should be swept weekly: • Administrative parking lot at City Hall 4. A small blower should be used to clean out corners and other tight places. 6. Various problem areas in the city where dust and debris are tracked into the streets should be swept 1-2 times a month and should include but not limited to: • North Sutherland Avenue between Morgan Mill and East Avenue 7. US 74 shall be swept two times a year in coordination with the NC DOT. 8. During the months of October through the end of January, coordinate street sweeping with the Parks and Recreation Department's collection of leaves. 9. Any other specific areas of concern that are brought to the City's attention should be swept as soon as practical. 10. Refer to attached Street Sweeping Plan for additional guidance. Disposal of Debris All street sweeping shall be dumped at one central location that is enclosed with a silt fence and hauled weekly to the landfill. Daily Cleaning of Street Sweeper's Hopper: At the end of the work day, the operator shall flush the street sweeper hopper in the wash bay at the Street Division. While running the route, drivers should use the time to observe and identify the following: 1. Are there any roadway failures that need immediate or scheduled repair? 2. Are there any road shoulders that need to be clipped? 3. Are there faded or damaged road signs? 4. Are there any repairs needed to the drainage system? 5. Is there any sidewalk that needs immediate repair? 6. Does the sidewalk or curb line need to be sprayed for weeds? 7. Is there any curb and gutter that needs immediate repair? 8. Are there any sight obstructions? If any problems are observed on City -maintained roads, submit your findings to the Streets Superintendent. The Streets Superintendent will log the problem into the Work Schedule file to be resolved. The Streets Superintendent and Crew Leaders are responsible for inputting the information into the HTE Work Order system for future tracking. If there are any problems observed on NC DOT -maintained roads, the Streets Superintendent shall contact them by email or phone to relay the concern.
