Lindsey 5025 Walnut Cove Road Chapel Hill, NC 27516 Subject: Compliance Evaluation Inspection Single Family Wastewater Treatment System Nondischarge Permit WQ0033359 Facility: 5025 Walnut Cove Road Chapel Hill, NC 27516 Orange County Dear Mrs. Lindsey: On May 11, 2022, Dorothy Robson from the Raleigh Regional Office visited your single-family residence (SFR) wastewater treatment and irrigation system to evaluate compliance with the Nondischarge Permit WQ0034596. The assistance Ms. Anne Lindsey and Bob McDonald from McFarlan Septic provided was greatly appreciated. Division records indicate a treatment system consisting of a 1,200-gallon baffled septic tank; a 2,000-gallon dosing pump tank with a 0.3 horsepower (hp) transfer pump; two 100.8 square feet vegetated sand filters; a 4,000-gallon storage/irrigation pump tank with a 0.5-hp irrigation pump; an ultra -violet (UV) disinfection unit; a 0.21 acre drip irrigation area with two zones, a rain gauge; and all associated piping, valves, controls and appurtenances. During the inspection, the following was observed: Schedule (Section I of permit): 1. As a reminder, the Permittee shall submit a permit renewal application no later than August 4, 2027 Performance (Section II): 2. The facility meets the performance standards as stipulated in Section II of the permit. Operation and Maintenance (O&M) (Section III): 3. The permittee is responsible for the O&M of the entire treatment and disposal system (Section III. 13). Although there is an O&M Plan with McFarland Septic to service the system twice a year and to respond to alarms, as needed, the system shall be inspected monthly to make certain of the proper operation of the spray heads, that the system is free of leaks, that the vegetative growth allows a proper spray pattern, that the soil is assimilating the disposed treated wastewater with no surface runoff, and that no objectionable odors are being generated. In addition, the ultraviolet (UV) disinfection unit shall be checked weekly to ensure proper operation. During the inspection, the UV unit was not functioning. Mr. McDonald assessed the issue and found that the GFI outlet the UV unit was plugged in had malfunctioned. Mr. McDonald put in a work order to replace it immediately. However, as the permittee, you are responsible for any failures in the treatment system and irrigation area, as stipulated in the permit. Within 30 days receipt of this letter, submit a written response to this office indicating actions you will take, or have taken, to ensure this issue will be avoided. Monitoring and Reporting (Section IV): 4. As a reminder, the Permittee shall report to the Raleigh Regional Office, telephone number (919) 791-4200, as soon as possible, but in no case more than 24 hours, or on the next working day following the occurrence or first knowledge of the occurrence of any system failure, changes/ removal of parts to the system/irrigation area, including ponding or runoff of wastewater. General Conditions (Section V): 5. As a reminder, this permit is effective only with respect to the nature and volume of wastes described in the permit application, Division approved plans and specifications, and other supporting documentation. No variances to applicable rules governing the construction or operation of the permitted facilities are granted, unless specifically requested and approved in this permit pursuant to 15A NCAC 02T. 0105(n). G. S. 14.- 215. 11. In addition, failure to comply with the conditions and limitations contained herein may subject the Permittee to an enforcement action by the Division in accordance with North Carolina General Statutes 143- 215. 6A to 143- 215. 6C. Within 30-days receipt of this letter, submit a written response to this office addressing the issues noted in item 3 above. Please be aware that non-compliance with your permit could result in enforcement action by the Division of Water Resources for these and any other violations of State law.
